the purpose of soliciting names of United States operations and
maintenance (O&M) service contractors, or joint ventures between United
States O&M service contractors and Qatari O&M service contractors
interested in submitting an offer on the project described below, the
performance taking place in the State of Qatar. PROJECT SCOPE: Perform
base operation functions to include facility operations, preventive
maintenance, corrective maintenance, unscheduled urgent repairs,
custodial services, refuse collection, pest control, minor design and
construction, and related sundry services at two locations in the State
of Qatar. Site 1 is in the As Sayliyah area of Qatar and includes
approximately 36 storage facilities, 2 maintenance buildings, grease
and wash racks, power plant, water treatment building, water storage
and fire pumps, various sunshades, 2 administration buildings, 2
barracks buildings, dining facility, and various other related
facilities with supporting infrastructure (roads, fencing, and
utilities). Site 2 is in the Al Karana area of Qatar, and includes 20
storage facilities, inspection facility, various sunshades, and various
other related facilities with supporting infrastructure (roads,
fencing, and utilities). All facilities are owned by the U.S. Army and
support the prepositioning of Army War Reserve assets in the State of
Qatar. Some facilities already exist, others are under construction,
and the remaining are planned. The service contract resulting from this
announcement is planned for a base period of one year, with four
sequential options at one year increments. Due to phased construction,
O&M services will begin on a facility by facility bases, as determined
by the construction completion schedule. ADDITIONAL REQUIREMENTS: All
firms applying shall be licensed to do business in the State of Qatar,
or demonstrate the ability to be licensed at contract award, and will
comply with the laws and regulations of the State of Qatar to become
licensed. Prime O&M service contractors responding to this notice and
meeting all conditions of this notice will receive a Request for
Proposal (RFP) subject to the approval of the Host Nation. PLANS AND
SPECIFICATIONS: The plans and specifications will be available only to
approved prime O&M service firms at no charge. There will be a charge
for drawings and specifications for interested subcontractors and
suppliers. CONTRACT PROCEDURES: Contract award will be based upon a
Best Value analysis of all proposals including, at a minimum, the
evaluation of each offeror's price reasonableness, past performance,
technical competence, and understanding of the scope of the project.
Complete evaluation criteria and order of precedence will be conveyed
within the RFP. The contract is to be awarded on a firm-fixed price
basis. Tentative date for issuance of RFP DACA78-98- R-0012 is 24
February 1998. Tentative date for receipt of proposals is 13 April
1998. Tentative contract award date is 10 July 1998. Firms interested
