Proposed action is sole source to General Electric Company, Aircraft Engine Business Group, Lynn, MA 01910. General Electric is the sole designer, developer, and manufacturer of the HIRSS. As the sole supplier of the HIRSS, GE is the only source with the requisite knowledge, skills, special tooling and experience needed in order to successfully produce the HIRSS within the time frame, and maintain the necessary eleven months lead time in order to meet the required delivery schedule which commences Jan 1999 through Oct 1999.
