Janet A. L. Fletcher, (205)955-7012 The T-53 turbine engine operated by
the U.S. Army currently suffers from a condition causing the N2 drive
assembly to fail in flight. The increased possibility of these failures
has resulted in the imposition of severe operational flight
restrictions on the Army's UH1 fleet, in order to reduce the
probability of a serious aircraft mishap should an N2 failure occur.
The contractor shall develop and qualify an engineering change to the
T53 engine which shall correct this unsatisfactory condition and allow
elimination of flight restrictions. The contractor shall be
responsible for all labor, facilities, tools, test equipment and
material needed to accomplish this task. A letter contract is
contemplated with an option for 1400 repair kits in compliance with the
engineering change. Effort is sole source to Allied Signal -- Authority
for Other Than Full and Open Competition is 10 U.S.C. 2304(c)(2) for
the engineering change and qualification of the fix and 10 U.S.C.
2304(c)(1) for the repair kits. The proposed contract action is for
services/ supplies for which the Government does not have adequate data
available to permit full and open competition. Firms that can
accomplish the above requirement are encouraged to identify themselves
to the Contracting Officer and provide supporting evidence to permit
participation in current or future solicitations. -- See Note 22
