301/402-0720 The National Institutes of Health (NIH) is seeking
contractors to provide for the development of a comprehensive
Integrated Pest Management Program (IPMP) in animal care facilities and
the implementation of integrated pest management services that will
meet AAALAC accreditation requirements. Management practices in an IPM
program are not based on the routine application of pesticides, but on
thorough inspections, monitoring for pests, collecting and evaluating
data, identifying sanitation deficiencies, modifying structures, and
performing and documenting ongoing training for both the pest
management contractor and NIH personnel. The contractor shall have a
Pesticide Business License, from the Maryland Department of Agriculture
in Category VII Industrial, Institutional, and Health Related Pest
Control with Sub-categories -(A.) General; (B.) Termite; (C.) Bird;
(D.) Rodent, and (E.) Industrial Weed. The Contractor shall have, a
staff Entomologist and a backup entomologist, The entomologist must
have a masters of science degree in entomology from an accredited
university; or a master's or doctoral degree in a field of biology,
chemistry, or other life science with proof of Board Certification as
an urban entomologist (BCE). The contractor shall have a Quality
Assurance Supervisor, and a backup Quality Assurance Supervisor, who
shall have a bachelor's degree or an advanced degree in entomology,
biology, environmental health/science, or a similar life science
received from an accredited college or university. All personnel who
provide on-site pest management services shall be certified by the
Maryland Department of Agriculture as a Certified Pesticide Applicator
in Category VII (Industrial, Institutional, Structural, and Health
Related pest control) with a minimum of subcategories to include: A.)
General, and D.) Rodent. The IPMP shall consist of regularly scheduled
pest management services, including monitoring for pests (pests
include invertebrate and vertebrate animals), and surveying facilities
for conditions that promote pest activity. The contractor shall
develop and implement a Quality Assurance (QA) program that provides
for routine assessments of all IPM services and shall develop and
maintain a complete and accurate pest management logbook in each animal
care facility. The contractor shall enter all pest management data and
information, including structural and sanitation conditions in each
facility, into a computer data base. which shall be PC and Windows 95
compatible. The NIH is interested in receiving capability statements
from those firms who are capable of providing these services. The
statements should include a brief history of similar services performed
which demonstrates the firm's capability to develop, implement, and
perform an IPMP of this magnitude and complexity. Include information
regarding the certification and licensing requirements and the ability
to provide the comprehensive data management requirements. Within 20
