ATX97021(Neg). Work will include, but not limited to providing the
following synopsis of work in a fully occuped building;replace existing
building card readers and add new card readers with proximity card
access system throughout the building. Said system shall be compatible
and integrate with the Hirsch proximity card access system that
presently activates the security crash gates located on the property;
it shall release all card readers upon initiation of a fire alarm with
addressable relays to each power supply circuit that powers door
magnets. The control for latching reset shall be located in the
Security Control Room; remove all existing card key equipment located
in the building.Work also includes cabling, electrical wiring and
miscellaneous items related to this system. Estimated Cost
Range::$125,000-$225,000. This project is being procured using informal
Source Selection Procedures which will result in a firm fixed-price
award to the offeror which provides the "greatest value" to the
Government, with technical ability being more important than price.
Technical proposals, in the form of a resume of three similar projects,
shall be submitted to the address listed below no later than February
5, 1998, which is prior to the issuance of the specifications and
drawings. The term "similar projects" shall be defined for evaluation
purposes as the following: Construction or installation of multi access
card readers compatible with the Hirsch Control System, 10 or
greaterfor multi-story office buildings, IRS facilities or a
combination thereof, which wre at least 50 percent occupied and
functioning in their intended purpose during construction of the
project. THe following factors that will be evaluated are listed in
descending order of importance: 1. Past Performance of the Prime
Contractor on Access Card Reader Projects -- Resume to include (A) The
project's name; (B) location (3 Award amount and (D) type -- use of
facility and date complete for similar project in scope and dollar
range. The resume shall provide the name, address and current telephone
number of the person from each of the following and applicable
categories which is most familiar with the project referenced above:
(a) Owner's name and telephone number (b) A/E firm name and phone
number (c) Construction Engineer (if any). 2.Experience and past
performance of Electrical Subcontractor -- Resume to include the
followng information: For a minimum of three similar recent projects
("recent" defined as within approximately the last six years) (A) Name
of Electrical firm's Project Manager (minimum 5 years experience
similar to this project). (B)Project name, location and description (C)
scheduled value of the electrical work (d) Construction start and
completion dates (if construction is on-goingm state anticipated
completion date) and (E) Description of actual work performed by the
electrical firm. Resume shall state how these projects are similar in
scope to this project. Resume shall provide the name, address and
current telephone number of the person from each of the following and
applicable categories which is most fimiliar with the project
referenced above: (1) owners, (2) A/E and (3) Construction Engineer.
Evaluation for award will be based on the resume and price. Award of
this contract is continget upon successful negotiations of a reasonable
price and best value for the government. However, award may be made
without discussions. Solicitation issue date is on or about February 5,
1998, with receipt of prce proposals due 5 days from the issue date of
the solicitation. All interested parties shall submit the above resume
as a written request and rerequisite for plans and specifications,
referencing the above solicitation number to Christy A. Skirchakm
Contracting Officer, General Services Administration (7PMDA), 1100
Commerce Street, Room 7A1, Dallas, TX 75242. No fax responses of
