Yurmann (505) 678-4734 (Site Code DAAD07) White Sands Missile Range intends to procure, on a sole source basis from System Planning Corporation (SPC), (1) each, Range Control and Monitor System PN: 202070-01 to control the remote sites from a central location and to include all cable assemblies; (3) each, Site Control and Monitor System PN: 202069-01 to include a Command Transmitter System (CTS) upgrade Kit PN: 202081-01, installed, Local Control AC Select Panel PN: 202352, Command Monitor Receiver PN: 500570, Patriot/Special Interface PN: 202036; and (2) each, Patriot Site System made up of (2) each, Site Control Computer PN: 202075-01, Patriot/Special Interface PN: 202036, and all cable assemblies. This sole source procurement action is based on the design of the hardware and development of the software for the CTS, which is proprietary in nature and all rights are solely owned by SPC. For another manufacturer's equipment to be fully compatible and interchangeable with White Sands Missile Range upgraded systems it would be necessary for thatmanufacturer to acquire the rights from or subcontract SPC. The logistic support of the system is based upon having fully compatible and interchangeable spare parts for box-level replacement. The resulting contract will be a Firm Fixed Price Requirements contract with a basic and one (1) option year periods. Note 22 applies; however, all offers received within 15 days (in lieu of 45 days) after date of publication of original synopsis will be considered by the Government.
