AIR FORCE TROOP SERVICE AT FORTS RICHARDSON, WAINWRIGHT AND ELMENDORF,

on an "as needed basis" for Army Troop Issue and Air Force Troop
Service at the following military installations: Forts Richardson,
Wainwight, and Elmendorf, Eielson Air Force Bases, Alaska for the
period 1 April 1998 through 31 March 1999. The contract will also
include an Option Year Schedule that the Government may excerise for
the period of 1 April 1999 through 31 March 2000. Milk and Milk
Products must meet the following specifications and regulations:
Commercial Item Description (CID) for Milk and Milk Products,
A-A-201138, dated December 12, 1986, CID for Cottage Cheese, A-A-20154,
dated March 24, 1987; Military Specifications for Ice Milk, Milk Shake
and Yogurt Mixes, MIL 4-437170, dated 30 June 1989, and Federal
Specification for Ice Cream, Ice Milk, and Sherbert, Regular and
Mellorine or Mellorine types, Ices and Novelties, EE-1-116E, dated July
28, 1972. Also applicable are Army Regulation 40-70/AFR 161-46,
Procurement Quality Assurance for Fresh Daily Products, dated 15 April
1986, Federal Food, Drug and Cosmetic Act (52 Stat. 1040 U.S.C.
301-391 and regulations promulgated thereunder). Milk and Milk
Products, Cultured Products shall meet the coliform requirement as
specified in the Public Heath Service Publication 229 in effect on the
date of award. The following is an overall list of the Milk and Dairy
Products that will be required for the installations listed above: 1.)
Whole, Skim, Lowfat, Buttermilk, and Chocolate Milk. 2.) Cream 3.)
Eggnog 4.) Yogurt 5.) Ice Cream 6.) Novelty Ice Cream 7.) Cottage
Cheese 8.) Sour Cream 9.) Half and Half . Fresh Milk must be delivered
72 hours from packaging date. Sour Cream must be delivered 96 hours
after pasteurization. Buttermilk must be made from dry powdered milk in
liew of milk, whole fresh, or skim fresh milk. Yogurt must be delivered
13 days from packaging date. Temperature of packaged refrigerated items
must be maintained 35 to 41 degrees F until delivered. All items except
cultured products and ice cream must be legibly coded by embossing,
printing, or stamping indicating day and month product was packaged.
Bidders are required to submit bids on all schedules, in addition they
are required to bid each item per schedule. Bids must be FOB
Destination to the Alaskan locations referenced. All responsible
sources may submit a bid which will be considered by the agency.
