This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, a supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation Number is 1PI-R-0976-98 and this solicitation is issued as an Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03. The Standard Industrial Classification Code is 3559, and small business size standard is 500. Contract Line Item is: Item 0001, CYLINDER MACHINE (also known as "FINE AND POLISHER" Brand Name Toro 2X made by LOH Optical machinery or equal. Quantity: 6 each. Product offered must meet the following product description: (1) Machine must polish the inside surface of optical lenses. Each machine has two spindles (heads) to accommodate a pair of lenses for simultaneous processing, (2) Machine must meet the production volume of a medium RX Lab (medium being between 250-500 pair of lenses per day), (3) The machine must have a working angle of plano up to 12 diopters concave, (4) Machine must be able to handle 90mm tools (Q391 Coburn Plastic Laps), (5) Machine must have a foot operated spindle release, (6) Machine must use common shop current and air, (7) Machine must be able to disperse the head pressure more evenly towards edges of the lens rather centered in middle. Descriptive literature is required to be submitted with offer. Clause 52.214-21, Descriptive Literature applies. Warranty of product must be included in descriptive literature. Variation in Quantity is 0%Increase and 0% Decrease. Delivery and acceptance is F.O.B. Destination to Federal Prison Industries, FCI Butner, P.O. Box 1000 (Old Hwy.75), Butner, N.C. Federal Prison Industries intends to enter into a Firm Fixed Price Type Contract, and period of performance is from Date of Award through thirty (30) days thereafter. Delivery requirement is 30 days after award. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Evaluation procedure are: The Government will award a contract resulting from this solicitation to the responsible bidder who bid conforming to the solicitation will be most advantageous to the Government, price, known past performance of the vendor (manufacturer), Technical Ability of the Equipment Warranty, and Availability of parts and services and other factors considered. The Government reserves the right to make award on initial offer received, without discussions.
