synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). SPECIFICATIONS: Item
must be a complete liquid cooled SCR power controller system in a NEMA
4X style enclosure and must consist of the following as a minimum: 1.
4000 amp SCR power controller 7 Enclosed in a NEMA 4X enclosure 7
Digitally controlled, phase angle fired SCR s 7 Designed for T3 lamp
load control with lamp, ramp, or fast response settings 7 480 VAC, 3
phase input line voltage 7 4000 Amp AC inside-delta load output with
the capability to be field selectable between inside-delta and
inline-delta 7 ICT electronic trip with the capability to be active or
inactive 7 Current limit adjustment 7 Liquid cooled SCR s 7 Load
voltage feedback signal 7 Local or remote command signal selection 7 10
turn pot for local control 7 0-5 VDC remote command signal 7 Line
protection provided with DVDT circuit and MOV devices installed on each
phase 7 Extended bus bar design for easy line/load connections with top
and bottom access 2. Operator Panel 7 1 ea. ten-turn potentiometer
control mounted on the front door 7 1 ea. digital load voltage meter
0-500 VAC 7 1 ea. digital load current meter 0-4000 AC amps 7 1 ea.
digital kilowatt meter 0 -- 6.000 Mwatt 7 Local/remote select switch to
select the command signal between the local ten-turn and the remote 0-5
VDC signal 7 1 ea. "Start" lighted push-button 7 1 ea. "Stop" lighted
push-button 7 1 ea. lighted alarm indicator 3. Enclosure 7 Front
opening doors in a NEMA 4X outdoor enclosure 7 Sized to provide
adequate space for electrical hookups and wire routing 7 Heaters to
provide protection form condensation The provisions and clauses in the
RFQ are those in effect through FAC 97-03. This procurement is a total
small business set-aside. See Note 1. The SIC code and the small
business size standard for this procurement are 3823 and 500,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency.
Delivery to MSFC is required within 5 weeks ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-A7. Quotations
for the items(s) described above may be mailed or faxed to the
identified point of contact [or bid distribution office, by the
date/time specified and include, solicitation number, FOB destination
to this Center, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN), identification of any special commercial terms, and be signed by
an authorized company representative. Quoters are encouraged to use the
Standard Form 1449, Solicitation/Contract/Order for Commercial Items
form found at URL:

quotation. If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled "Buy American Act --
Supplies," the quoter shall so state and shall list the country of
origin. The Representations and Certifications required by FAR 52.2l2-3
may be obtained via the internet at URL:

applicable. FAR 52.212-5 is applicable. Questions regarding this
acquisition must be submitted in writing no later than January 28,
1998. Quotations are due by January 30, 1998, to the address specified
above and to the attention of the Bid Depository. Selection and award
will be made (on an aggregate basis) to the lowest priced, technically
acceptable quoter. Technical acceptability will be determined by
information submitted by the quoter providing a description in
sufficient detail to show that the product quoted meets the
Government's requirement. Quoters must provide copies of the provision
at 52.212-3, Offeror Representation and Certifications -- Commercial
Items with their quote. See above for where to obtain copies of the
form via the Internet. An ombudsman has been appointed -- See Internet
Note "B". (Prospective quoters shall notify this office of their
intent to submit a quotation). It is the quoter's responsibility to
monitor this site for the release of amendments (if any). Potential
quoters will be responsible for downloading their own copy of this
