commercial items prepared in accordance with the format in Federal
Acquisition Regulations document (FAR) subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation: proposals are being requested and
A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number
6TSA-98-DJH-0065 is being issued as a request for quotations (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-02. CLIN 1.
Microsoft Certified Systems Engineer (MCSE) and Microsoft Internet
Product Specialist (MIPS) training consisting of the following courses:
a) Essentials of Networking (length 1 day + exam 70-58); b)
Administering Windows NT 4.0 (length 3 days + exam 70-67); c) Windows
NT 4.0 Core Technologies (length 5 days + exams 70-67, 70-73); d)
Windows NT Server in the Enterprise (length 5 days + exam 70-68); e)
Networking/Microsoft TCP/IP (length 4 days + exam 70-53). Deliverables
shall be in the form of student certification as a Microsoft Certified
Systems Engineer (MCSE) and Microsoft Internet Product Specialist
(MIPS). Classes described herein shall be provided at the Contractor's
facility for a maximum of 8 students total. These (8) people will
attend the above training during the period of 1 February 1998 through
31 January 1999. The Contractor shall schedule each class several
times throughout the year to provide several opportunities for
Government participation. Saturday classes shall be provided. In
coordination with the Contractor, the Government will schedule one or
more students to attend classes as appropriate during the period of
this contract. Eight (8) students may attend a single class or be
spread across several classes, or there may be occasions when it is
impractical to schedule anyone. Please include instructor
qualifications in quote. Qualifications will be considered in the award
process. The Contractor shallprovide classroom and testing facilities,
provide hardware and software required for textbook and hands-on
training, along with other materials necessary for class completion,
provide complete access to Transcender sample tests, provide each
student with Windows NT Server & Workstation software for a 120-day
evaluation period beginning with the first day of class, and provide
additional home study guides to the Government at Contractor cost plus
shipping. The client requires training to be held in the Salt Lake
City, UT area. Vendor must provide training facilities in that area to
assist in student access to training and minimize overall cost to the
government. Travel requirements will be a price factor when
considering quotes for award. Please include travel, per diem and
shipping costs in all quotes. In addition, please include location of
training. No partial quotes will be considered. No substitutions will
ge allowed. Please acknowledge all requirements on quotations. Please
indicate FOB destination on quote. This procurement is set aside for
small business in accordance with the provision at FAR Part 13.105(a).
The provision at FAR 52.212-1, instructions to offerors, applies to
this acquisition. Evaluation is based on best value, cost and ability
to meet service requirements. Offerors shall include a completed copy
of the provision at FAR 52.212-3, offeror representation and
certification -- commercial items, with its offer. The clause at FAR
52.212-4, contract terms and conditions -- commercial items, applies to
this acquisition. In addition to the guidance contained in FAR
52.212-4, contractors shall submit proof of delivery with their
invoices. Proof of delivery may be in the form of a bill of lading or
other shipping document signed by the receiving office. Invoices
received without proof of delivery will not be accepted. The clause at
FAR 52.212-5, contract terms and conditions required to implement
statutes or executive orders -- commercial items applies to this
acquisition. Offers are due by close of business January 29, 1998, and
