NIST Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) Center for Neutron Research (CNR) has
a requirement for mechanical design support to assist in-house staff to
develop detailed mechanical designs, drawings and documentation of
neutron scattering instrumentation. Each design project will be
described in a task statement which will define the level of effort
required. The design support personnel will work closely with the CNR
staff to develop a cost-effective design that meets the performance
requirements of the instrumentation. The support personnel will produce
detailed drawings and documentation of all designed components in
sufficient detail to specify their fabrication, assembly and use.
Appropriate support personnel will also assist in-house technical staff
in monitoring the fabrication and assembly of the equipment they have
helped design. The design support will be performed at NIST using the
facilities of the CNR. The Government will provide office
space/supplies in the CNR. The CNR will also provide computer
workstations as needed to carry out the design tasks. An
Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contract is
anticipated, with Task Orders to be issued on a Labor Hour basis. The
period of performance will be one 12-month base period, with four
1-year options. This will be a best value procurement, using
acquisition procedures and provisions in effect through Federal
Acquisition Circular (FAC) 97-03. Technical factors, which will include
past performance, when considered together will be significantly more
important than cost/price. All responsible sources may submit a
proposal which will be considered by the agency. All requests for the
solicitation must be submitted in writing to the address above, or via
facsimile to: 301-963-7732. See Numbered Note 26. (0023) Loren Data Corp. http://www.ld.com (SYN# 0066 19980127\R-0004.SOL)
