NASA/SSC intends to negotiate only with Boudreaux's Environmental & Safety Team, Inc. for the procurement of ISO 9001 auditing services. SSC is pursuing third party registration to ISO 9001 in December 1998 and needs to perform several rounds of internal audits in many different areas prior to this registration. The contractor shall provide ISO 9001 auditing services for SSC to include both the NASA and the NASA Contractor management systems and the implementing documentation structure; review SSC's documentation to prepare for a third party registration audit and identify and gaps or holes in the documentation and management systems; assist in the generating of documentation which fills in the identified gaps; lead audit teams of mixed SSC personnel to ensure compliance with existing documentation and ISO requirements; and generate audit schedules and other necessary documentation to accomplish these auditing services. Deliverables shall include internal audit reports and internal auditor training handbook and class presentation material. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Interested firms shall submit a cost and technical proposal to include: (1)technical approach to performing the effort,(2)anticipated disciplines to be involved and related experience in this field, (3)detailed cost breakdown, and (4)past performance in this field. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.Oral communications are not acceptable in response to this notice.
