cathy.castle@ramstein.af.mil. The USAFE Contracting Squadron/LGCZA,
Rhine Ordinance Barracks, Kaiserslautern, Germany is solicitating
proposals on a full and open commercial competitive basis from
qualified organizations for the acquisition of Systems and Engineering
and Technical Assistance (SETA) in support of USAFE Command, Control,
Communication, Intelligence, and other programs for computer based
functions. This acquisition will provide USAFE a broad range of
non-personal technical and management services. These include, Systems
engineering, Test and Evaluation, Software and Hardware Maintenance
and Modification, Program Management, Configuration Management, Data
Management, Program Control, Program Analysis, Quality Assurance, and
Special Studies. The contractor shall provide technical analyses in
systems engineering specialty areas, and support USAFE programs in the
development and planning of program documentation. Individual labor
categories/levels of engineering of technical experts, non-technical
experts and NATO vendor for each of the services will be established in
the basic contract, together with the estimated number of man-hours for
all labor categories. The prime contractor will be required to
team/subcontract with a NATO/non-US vendor. Possession of a US security
clearance up to Top Secret/SCI and/or NATO clearance will be necessary
to perform some tasks.The proposed competitive acquisition will be a
five year, firm fixed price, indefinite delivery requirements type
contract. Request for Proposals will be issued on or about 16 Mar 98.
