synopsized in the Commerce Business Daily on 19 Jun 97, but due to
unavoidable delays that we experienced, the solicitation, which was due
out in Jul 97, has not been issued. Due to the lapse of time, we find
it necessary to re-synopsize this acquisition in order to inform
potential offerors of the revised schedule. To best facilitate timely
information, it should be noted, that any subsequent communication with
potential offerors, up to proposal due date, will be conducted

98 through 30 Sep 99. Four one-year options may be awarded. A
non-personal services contract to provide technical and logistics
support for the Armstrong Laboratories (AL) at Wright-Patterson AFB OH.
The technical support consists of preventive and remedial maintenance,
inspection, modification, overhaul, fabrication, repair, calibration,
certification and transport of experimental/test equipment, laboratory
medical and non-medical instrumentation, for example desk top
computers, computer controlled test equipment, special devices and
material, and the related facility, installation, modification, testing
and certification of the data communications and various Local Area
Networks (LANs) located throughout the AL. The logistics support
consists of acquiring materials and services through the Standard Base
Supply System (SBSS), Aeronautical Systems Center (ASC) Operational
Contracting, and Medical Logistics. Supply services include item
research functions, base and medical supply-equipment requisitioning,
direct procurement purchase request functions, data base
administration/analysis, and material handling. The proposed
procurement is not a Small buisness Set-Aside and is being acquired
through full and open unrestricted competition. The SIC Code is 7629.
This solicitation will be issued approximately 20 Feb 98. All
responsible sources may submit a bid, proposal, or quotation which
shall be considered. No telephone requests for this solicitation. Only
written or Faxed requests for solicitation received directly from the
requestor are acceptable. "Mr. Stephen J. Plaisted has been appointed
as Ombudsman to hear concerns from offerors, or potential offerors,
during the proposal development. The purpose of the Ombudsman is to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Existence of
an Ombudsman does not diminish the authority of the program director or
the contracting officer. Accordingly, the Ombudsman does not
participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
