to furnish the following services are requested to give written
notification, including a telephone number for a Point of Contract
(POC), to the acquisition office listed in this notice within 21
calendar days from the date of this synopsis. The Bureau of Reclamation
has a requirement for the services of an entity with extensive
experience in desalination technologies, especially membrane and
thermal processes, to revise and update the Desalting Handbook for
Planners. The performance period is 12 months from date of award. Based
on information available at this time, and in accordance with 41 U.S.C.
253 (c)(1), implemented by FAR 6.302-1, the Government considers the
service specified only to be available from AEPI/Rostek, Inc. which is
owned and operated by Ian Watson and OJ Morin who have combined
knowledge and experience of 60 years in applying membrane and thermal
desalination technologies. These individuals expertise is believed to
be unmatched by any other professionals available to date. Therefore,
they are considered to be the most qualified for the work and the
Government proposes to negotiate a purchase order with the firm on a
sole source basis. However, should additional sources be identified,
they will be considered. Firms that feel that they can furnish the
required services (based upon the criteria specified herein) are
invited to submit IN WRITING an affirmative response to this
announcement. An affirmative response would include detailed data
demonstrating that they have knowledge in the following: Knowledge and
practical experience with the environmental impacts of desalination;
Knowledge and practical experience in the planning process of
desalination for different applications around the world; Knowledge and
practical experience in predicting desalting costs and economics;
Knowledge of pretreatment process selection criteria, especially for
reverse osmosis, multi-stage flash distillation, electrodialysis
reversal, as well as other less frequently applied technologies;
Theoretical background and practical experience in desalting
pretreatment, ranging from conventional to newer technologies such as
micro filtration, ultrafiltration, and nanofiltration; Knowledge of
desalting process selection criteria, especially for reverse osmosis,
nanofiltration, multi-stage flash distillation, electrodialysis
reversal, as well as other less frequently applied desalination
technologies; Practical experience in the mechanical and chemical
engineering, water chemistry, and materials aspects of past, present,
and innovative desalting technologies; Intimate knowledge of previous
handbook and those items that need to be updated; and, theoretical
background in the mechanical, chemical engineering, water chemistry,
and materials aspects of past, present, and innovative desalting
technologies. This information will be evaluated and used to determine
if competitive opportunities exist. Since no solicitation document
exists, requests for such documents without accompanying information
will be considered nonresponsive to this request without further
consideration. This notice may represent the Government's only official
notice of this procurement. A firm is considered to be a small business
for this acquisition if its average annual receipts, including any
affiliates, for the preceding three years equates to $5.0 million or
less. SIC CODE is 8999. All proposals from responsible sources will be
considered. All sources responding to this synopsis shall submit
information relating to their business status, including identification
as to whether small, large, minority-owned, woman-owned, or 8(a)
