may offer comments on the Basic Ordering Agreement (BOA) for for
Secondary Payload On-Orbit Service Opportunities Aboard Commercial
Communication Satellites a draft Request for Offer (RFO) solicitation
including a Statement of Work for a proposed payload will be published
on the Internet approximately January 30, 1998. Additional information
is set forth below. Comments should be forwarded to the identified
point of contact via electronic transmission or by facsimile
transmission. All responsible sources may submit an offer which shall
be considered by the agency. This synopsis is for information and
planning purposes and is not to be construed as a commitment by the
Government, nor will the Government pay for the information solicited.
Respondents will not be notified of the results of the review. Any
questions regarding this announcement should be directed to the
identified point of contact. Comments shall be received within
twenty-one days of release of the draft BOA.In responding reference,

"B". The solicitation and any documents related to this procurement
will be available over the Internet. These documents will be in ASCII
or RTF format and will reside on a World-Wide Web (WWW) server, which

Space Administration is seeking to develop partnerships with the
commercial telecommunications industry to enable new science missions
to be achieved at geostationary orbit. NASA is exploring opportunities
for on-orbit services for relevant science instruments on commercial
telecommunications satellites as secondary payloads which are within
launch mass margins and operate within the beginning-of-life (BOL)
resource margins of the satellite. These payloads would be on a
non-interference basis with the primary mission of the satellite. To
implement the business approach, the Langley Research Center (LaRC)
will invite the commercial telecommunications industry to enter in to
a Basic Ordering Agreement (BOA) to provide future on-orbit services
flight opportunities for secondary payload science instruments NASA may
select. The BOA will be used in a test mode as a pilot program for one
year. The BOA may be renewed after the initial period if deemed
appropriate. The BOA solicitation will also request an offer for the
on-orbit services for the Geoexpress Pathfinder instrument (GXPI). All
qualified vendors will be awarded a BOA however, individual flight
opportunities will be competed amongst the BOA recipients. The BOA
solicitation will request general information on all potential flight
opportunities and detailed flight opportunity information for the
Geoexpress Pathfinder instrument. The information to be requested
includes; gelocation, ITU/FCC license status, estimates of mass and
power that can be allocated to secondary payloads and other interface
