SITES IN CONUS AND OCONUS SOL DACA87-98-R-0006 DUE 032498 POC Contract

requirement is for range maintenance surface and limited subsurface
(land and water) clearance services to safely locate, identify, mark
and dispose of Ordnance and Explosives (OE) at various active
Department of Defense (DoD) installations, and other sites as
identified on a case by case basis. The facilities are current active
military installations used for military training and other purposes as
may be identified. All types of ordnance, bombs, rockets, land mines,
grenades, projectiles, small arms and under water ordnance may be
encountered. OE range maintenance surface and/or limited subsurface
clearance may occur at sites located in the Continental United States
and OCONUS. The sites may be currently owned or controlled by the
Federal Government or leased, or used by the Department of Defense or
other organizations. The period of performance is for a base year and
includes provisions for four one year optional periods of performance.
The contract type is an indefinite-delivery, indefinite- quantity type
contract with provisions for issuing time-and-materials, fixed-price,
and cost-plus-fixed-fee task orders. The estimated dollar value,
including options, for all contracts awarded is $30 million. It is
anticipated that multiple awards will be made from this effort. The
Government reserves the right to synopsize and award contracts for
similar work within the geographical areas described. Evaluation
criteria will be based on past performance, oral presentations, and
price. Price will not be a scored factor but will be evaluated as to
reasonableness, affordability and realism. This is not a request for
proposals (RFP). The RFP will be issued on or about 17 February 1998.
The RFP will be set-aside for competition limited to eligible 8(a)
concerns. Eligibility to participate may be restricted to firms in
either the developmental or transitional stage. Telephone requests will
not be honored. Prospective offerors shall indicate on their request if
they are an eligible 8(a) concern. An eligible 8(a) concern is a small
disadvantaged business concern as defined in FAR Part 19, in good
standing in the SBA's 8(a) program, and that meets the eligibility
requirements for this acquisition. To be considered for this
solicitation, the offeror must not exceed 500 employees. The supplies
or services to be procured under this RFP are classified in the
Standard Industrial Classification as Code 8744, Environmentl
