(202) 927-7717 The Bureau of Alcohol, Tobacco and Firearms intentds to
negotiate on a sole source basis with the International Fertilizer
Development Center in Muscle Shoals, AL for a follow on study. The
original study was conducted to examine the feasibility of measures
that might be taken to tag explosive materials for the purpose of
detection and identification, to render common chemicals to manufacture
explosive materials inert and to impose controls on certain precursor
chemicals used in the manufacture of explosive materials. The IFDC
concentrated their sutdy on fertilizer. This follow on study of
fertilizer will be to acquire necessary data and evaluate the
feasibility and practicabillity of eliminating commingling of ammonium
nitrate at distribution points and identifiying production sources of
ammonium nitrate products from their intrinsic crystallographic,
physical and chemical properties at a given time. This requirement will
be awarded to the IFDC since Section 732 of the Anti-Terrorism Act
directed the Department of the Treasury to consult with non profit
fertilizer centers. Furthermore, the IFDC has access to necessary
proprietary data that is not available elsewhere. See numbered Note 22.
