The goal of the aquifer management program is to manage the limited capacity, coastal aquifer system to exploit fully, in an environmentally safe manner, its utilization as a sustainable source of water supply. The proposed program is comprehensive and, as the name implies, will be primarily a program of management. Though environmental and health concerns are paramount, the treatment of water as an economic resource will be instrumental to policy decisions. The Gaza Coastal Aquifer Management Program includes the following self- standing, major components to be implemented over a 5-year period: 1. Integrated management plan; 2. Physical surveys; 3. Groundwater management model; 4. Institutional capacity building; 5. Demonstration options and activities; and 6. Tariff structure.
