A -- SYSTEMS ENGINEERING AND TECHNICAL ASSISTANCE CONTRACT (SETAC) TO SUPPORT THE NAVAL SURFACE WARFARE CENTER POC Eliza Callahan, (205) 955-1187, W.L. Schick, Contracting officer, (205) 955-1187 The U.S. Army Space and Missile Defense Command intends to award a Technical and Engineering Services Contract on a sole source basis to Synetics, Incorporated, in support of the Naval Surface Warfare Center, Dahlgren Division, Advanced Launching System (ALS). The effort is contemplated to cover a five (5) year period and approximately one (1) million direct production person hours. The contract will provide critical expert research, development, and engineering efforts required to support Naval Surface Warfare Center and activities relating but not limited to ALS concepts and infrastructure. Efforts include systems engineering/test and evaluation of tactical ALS software, design and administration of classified network systems, including Tactical, PC, and UNIX systems designed for the implementation of operational software, software tools development, configuration management/quality assurance processes development and the maintenance of a collaborative/workflow environment with associated applications development. The government has determined that no source other than Synethics, Inc., has the requisite expertise and experience to provide the required follow-on effort without unacceptable delay to the Naval Surface Warfare Center, ALS and unnecessary duplication of previously incurred costs which would not be recovered through competition.
