Analysis Effort (Research and Development)-SNK-98-01 -- The Sensors
Directorate's Electro-Optic Sensor Technology Division, Air Force
Research Laboratory (AFRL/SNJ) is contemplating the award of a 60 month
technical program for Electro-Optical and Infrared Countermeasure
(EO/IRCM) development and analysis using the Electro-Optical Warfare
Branch's in-house facilities. This contract requires technical and
engineering effort for operation, maintenance, and research and
development using the Dynamic Infrared Missile Evaluator (DIME),
Electro-Optical Signature Analysis System (EOSAS), and Tower
facilities, which are all part of the DIME Laboratory within Building
620 at Wright-Patterson Air Force Base. Delivery Orders shall be issued
on an annual basis for the effort described in the following
paragraphs. Other delivery orders will be issued from time to time to
address urgent needs such as the emergence of unique technical problems
or to handle time critical workloads. Additional engineering effort to
assess system modifications, perform modifications, the analysis and
solution of unique or time critical problems, and attend test efforts
remote to the DIME Laboratory will be required. These increases in
effort would be handled by delivery orders requiring the same types of
work and experience described above, with the addition of technicians
familiar with test equipment and hardware fabrication. More detailed
information and a copy of the initial annual delivery order shall be
provided in the Statement of Work in the Request for Proposal (RFP).
Technical effort for the DIME facility shall include the operation and
maintenance of the instrumentation, control and data processing
equipment, and the analysis and vulnerability assessment of missile
systems within the DIME Laboratory. These efforts shall include: 1)
Periodic verification of simulator performance; 2) Demonstration to Air
Force personnel of modified equipment operation; 3) Design and
development of electro-optical (E-O) hardware to meet unique test
situations; 4) Testing of missile hardware to determine system
vulnerabilities; 5) Modeling and Simulation of missile hardware to
facilitate IRCM development; and, 6) Derive and test of countermeasure
concepts from simulation and missile analysis results. Determination
of test hardware limitations that would prevent or terminate a test
effort shall be brought to the attention of government personnel. This
information shall include a proposed technical solution to the problem
(i.e. hardware improvements/modifications or changes in methods of
operation). The DIME baseline effort shall require a full time senior
electronics engineer and an aerodynamicist with high order language
(Fortran, C, C++, etc.) familiarity. Experience shall include knowledge
of electro-optics, modeling, simulation and simulators, infrared
countermeasures (IRCM), lasers and laser range testing, detection
systems, missiles, and analog/digital circuits. Technical effort for
the EOSAS facility shall include the operation and maintenance of the
instrumentation, control and data processing equipment, and an image
processing system. The effort shall also include the operation of the
Imaging Threat Investigative Suite (ITIS). ITIS is in development and
includes/will include an imaging missile simulation platform, hardware
in-the-loop setup for test of actual hardware or surrogates, and a
field system for hardware test and data gathering. Determination of
hardware limitations that would prevent or terminate a test effort
shall be brought to the attention of government personnel. The EOSAS
facility provides the capability for electro-optical signature
analysis, and creation of visible and infrared images for use with the
proposed scene projection system to be added to the DIME 6-DOF motion
simulator. The EOSAS baseline effort shall require a full time senior
engineer and an electronics engineer, both with programming
experience. Experience shall include knowledge of signature analysis
concepts, EO/IRCM, image processing techniques, understanding of
atmospherics, the human visual system, sensors (in particular imaging
sensors/seekers), and display devices. It shall also be necessary to
provide engineering effort for the Tower facilities which are part of
the DIME Laboratory. This effort shall not be required until FY00 or
01. Experience is the same as that required for the DIME facility
defined above. Baseline effort for the Tower facilities shall require
a full time senior engineer and an electronics engineer. Performance of
the baseline effort is expected to be 100% on site at Wright-Patterson
AFB, excluding attendance at conferences and meetings necessary to
Laboratory activities. Performance of additional delivery orders may
require the use of the contractor's facility from time to time. Top
Secret facilities as well as personnel cleared for Top Secret, are
required for this program. "Notice to foreign and foreign-owned firms:
Such firms are asked to immediately notify the contracting point of
contact cited below upon deciding to respond to this announcement.
Foreign contractors should be aware that restrictions apply which could
preclude their participation in this acquisition. A foreign offeror
will not be eligible as a prime contractor for this program. A
thirty-minute tour of the DIME Laboratory located on the second floor
of Building 620 at Wright-Patterson Air Force Base shall be available
to interested contractors who have submitted a statement of
capabilities or statement of interest in response to this announcement.
The tour will be held on 25 Mar 98 beginning at 9:00 AM. Group numbers
shall be limited to approximately 10 individuals with no more than two
from any single organization. If more than 10 individuals request a
tour, there will be either a concurrent tour(s) or another tour
immediately following the first. It is important to indicate interest
in the tour along with submission of the statement of
capabilities/interest in order for AFRL/SNJW to make the necessary

4020. Firms responding should indicate whether they are, or are not, a
small business, a socially and economically disadvantaged business, a
woman-owned business, a historically black college or university, or
minority institution. For this item the general definition to be used
to determine whether your firm is a small business is as follows: "A
small business concern is a concern, including its affiliates, that is
independently owned and operated, is not dominant in the field of
operation in which it is bidding on government contracts and the total
number of employees does not exceed 500 persons." SIC Code 8731
applies. "Concern," as used in this synopsis, means any business entity
organized for profit(even if its ownership is in the hands of a
nonprofit entity) with a place of business located in the United States
and which makes a significant contribution to the U.S. economy through
payment of taxes and/or use of American products, material and/or
labor, etc. "Concern" includes but is not limited to an individual,
partnership, corporation, joint venture, association, or cooperative.

whether organized for profit or not, and any foreign business entity,
i.e., any entity located outside the United States, shall be included."
The Air Force reserves the right to consider a small business set-aside
based upon responses hereto. Small business respondents should provide
a statement of capabilities to assist the Air Force in making a
set-aside decision. Large businesses are only required to submit a
statement of interest to receive a copy of the Request for Proposal
(RFP). All respondents shall include in any request their assigned
Commercial and Government Entity (CAGE) Code. Respondents are further
requested to indicate their status as a
Foreign-owned/Foreign-controlled firm and any contemplated use of

Ombudsman has been established for this acquisition. The only purpose
