N -- INSTALL AND MAINTAIN WATER VAPOR SENSING SYSTEM UNITS The National Oceanic and Atmospheric Administration (NOAA), U.S. Department of Commerce intends to negotiate with only one source, United Parcel Service (UPS) Airlines, 1400 Hurstborne Parkway, Louisville, KY 40223 for the installation and maintenance of 30 Water Vapor Sensing System Units on UPS aircraft. Negotiations will be conducted under authority of FAR 6.302-1, "other than full and open competition" procedures pursuant to 41 USC 253(c)(1) -- only one responsible source. The units are being place aboard UPS aircraft in support of NOAA's and the Federal Aviation Administration's Water Vapor Demonstration Program. The units are being carried free of charge, with only installation and maintenance costs being reimbursed by the Government. Only UPS personnel can carry out such installation on UPS aircraft.
