Southwest Division, Naval Facilities Engineering Command (NAVFACENGCOM SW DIV) intends to procure a contract to provide firm electrical power to various Washington commands under the guidelines of Puget Sound Energy's Power of Choice Pilot Program. Contractors must meet all State and Federal requirements to provide all services outlined in the solicitation. Contractor will be responsible for providing and coordinating all services required to deliver firm electrical power to the designated points of delivery. All billings will be based on metered quantities. The contractor will bear all costs arising from the failure to deliver the required level of electrical power to the designated points of delivery as referenced in the solicitation. It is the intent of the Government to award one contract to the responsible offeror who submits the low cost, technically acceptable, proposal which is considered to be the most advantageous to the Government. This is a solicitation for commercial items prepared in accordance with the format in FAR Part 12. It will be issued unrestricted and proposals will be considered from all responsible sources. The Standard Industrial Code is 4911 with an annual size standard of 4 million megawatt hours. The base period will be for a 20 month period beginning May 1, 1998 and ending December 31, 1999. The Government estimated amount for this 20 month period is 16,128,808 kWh. The RFP for this project will be available on the internet website at address http://ebsswd.wes.army.mil as an Electronic Bid Set (EBS). The response time required by FAR 5.203 will begin on the date of issuance of the EBS solicitation. Note: RFPs will be available on or about February 25, 1998. The solicitation package may be acquired in person at NAVFACENGCOM SW DIV Plans Issue Office, by mailing a written request to NAVFACENGCOM SW DIV Plans Issue Office, or by downloading the RFP from the internet website address listed above. All offerors who choose to download the RFP from the internet are encouraged to register at the website in order to be kept informed of any changes that may occur to the RFP. Telephone requests will not be accepted for solicitation packages. Written requests for the solicitation package must state the solicitation number (N68711-98-R-5916) along with your firm's complete name, address, area code and phone number, and whether bidding as a prime/subcontractor/supplier.
