Request for Proposal (RFP) for the equipment, labor, supplies,
supervision, tools, materials, equipment, and transportation (not
otherwise supplied by the Government) necessary to provide custodial
and refuse collection services for all MSFC facilities. Custodial
service applies to all designated spaces, including, but not limited
to, halls, rest rooms, offices, work areas, entrance ways, lobbies,
storage areas, shops, laboratories, warehouses, clean rooms, equipment
rooms, elevators, stairways and other unique research facilities. The
contractor is also required to make special trash pickups and provide
cleaning to support Centerwide employee moves. This shall include, but
not be limited to: emptying and washing containers such as waste paper
baskets, cigarette disposal containers, and trash cans; removing
trash; assuring that recyclable paper, cardboard and aluminum cans are
deposited in the appropriate collection containers for pickup by the
recycling contractor; cleaning spray-on foam insulation (SOFI) area,
cleaning drinking fountains, restroom facilities, chalkboard and
dryboards, sand urns, venetian blinds (includes repair), roller shades,
light fixtures, glass panels, woodwork and baseboards; providing
restroom supplies; sweeping and mopping floors and stairways; cleaning
outside walkways, stairs and landings; shampooing and vacuuming
carpets including treatment to prevent static electricity; stripping,
waxing and buffing tiled and composite floors; checking for and
replacing burned out light bulbs and tubes; checking emergency lights
and reporting findings; cleaning upholstered furniture; policing
exterior areas; dusting furniture and ledges; cleaning and waxing
office furniture; and cleaning administrative area walls. Also included
is the gathering of trash and recyclable materials and placing it in
designated collection points. Refuse collection consists of the
operation of a containerized garbage, refuse, trash, and salvable
materials disposal service. The function will involve, but not be
limited to: emptying collection containers, transporting and dumping of
trash, garbage, and other refuse at the Post Sanitary Fill or other
designated area of Redstone Arsenal, the Huntsville Waste to Steam
Plant or the Huntsville Land Fill in accordance with the instructions
fo the supervisor at the facility. The contractor shall furnish
equipment as necessary to facilitate handling scrap lumber, boxes,
crates, pallets, excessively bulky items, and other items of salvable
material not readily handled in other salvable material containers. All
work shall be performed in accordance with MSFC procedures to ensure
safe conditions. The provisions and clauses in the RFP are those in
effect through FAC 97-03. This procurement is a total 8(a) small
disadvantaged business set-aside. Proposals from firms other than those
certified by the Small Business Administration as 8(a) shall not be
considered for award. The SIC Code and Size Standard are 7349 and
$12.0M, respectively. The DPAS rating for this procurement is DO-C9.
The anticipated release date of a draft RFP 8-1-8-AB-30973 to be
released for industry review and comment is on or about April 15, 1998,
with an anticipated release date of the official RFP 8-1-8-AB-30973 to
be on or about May 20, 1998, with an anticipated proposal due date of
on or about June 20, 1998. All qualified responsible sources may
submit a proposal which shall be considered by the agency. An ombudsman
has been appointed. See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide
Web (WWW) server, which may be accessed using a WWW browser
