combined/synopsis solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation will not be issued. Solicitation number
N61339-98-Q-0276 is issued as a request for quotation (RFQ). All
references to "offers" are understood to be "quotations". The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45. This is a Firm
Fixed Price Requirement (FFP). The Government intends to award this
acquisition on a sole source basis to KRB, Inc, Longwood, FL 32779. The
contract line item number Clin 0001 is to convert maintenance drawing
package from Computervision CADDS 4x9 inch reel tape to Autocad 13 on
a CD. Statement of work reads: 1.0 Objective -- The objective of this
Statement of Work is to convert drawings from the AH-1W Weapon System
Trainer, Device 2F136, from their existing CADDS format to Autocad
Version 13 format. 2.0 Scope -- NAWCTSD has 9-track tapes, TAR format,
containing Computervision CADDS 4X files (this is, _PD files) for this
device. The contractor will convert all files that DO NOT contain the
words "Schematic" or "System" in the drawing title block from the CADDS
format to Autocad 13 format. Enclosure 1 of this SOW identifies those
drawings that are to be converted and Enclosure 2 identifies those
files that should not be converted. 3.0 Tasks -- The Contractor shall:
(a) Identify drawing numbers to be converted, by title, (b) Convert
all files provided with the exception of any containing "Schematic" or
"System" in the drawing title block or excepting any others identified
in Enclosure 2, from CADDS format to Autocad version 13 format, (c)
Provide a listing of all files converted in the Excel spreadsheet
format outlined at Enclosure (3) to allow automatic upload of data into
the NAWCTSD's digital drawing management system, (d) For library
figures not found, the contractor shall review their existing inventory
of library parts to determine if a match is available and utilize that
matched file for any conversion, (e) Package the 9-tracks tapes and
return to NAWCTSD Code 3.6.2. 4.0 Deliverables -- The contractor shall:
(a) Deliver the converted files on CD-ROM, (b) Create an Excel
spreadsheet containing a listing of index elements for those items
converted, conforming to Enclsoure 3, (c) Provide a listing of those
files meeting the criteria "Schematic" or "System" which were not
converted and not previously identified by the government, (d) Provide
a listing of any files that could not be converted because of errors
in the file, missing library files, etc., (e) all 9-track tapes will be
returned to NACWTSD, Code 3.6.2. The government will have 90 days to
review the final deliverables and the contractor will correct any
deficiencies within 90 days. The contractor must complete their work
efforts 4 months after contract award. No access to classified
information will be required to execute this statement of work. The
contractor shall deliver to NAWCTSD, Orlando, Fl 32826. The contracting
officer is not responsible for locating any information not identified
in the quote and reasonably available. FAR 52.212-1 "Instructions to
Offerors Commercial Items (OCT 1995)" is incorporated by reference and
applies to this procurement. Inspection and acceptance shall be made
at destination. The provision 52.212-2 "Evaluation -- commercial items"
is incorporated by reference. The Government intends to award a
contract, without discussion, to the responsible offeror whose
quotation conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. The following
factors will be used to evaluate quotations: (1) technical capability,
(2) price. Technical is approximately equal to price in terms of
evaluation. Offers are to include a complete copy of the provision at
52-212-3, "Offeror Representations and Certifications." 52-212-4,
"Contract Terms and Conditions-Commercial Items" is incorporated by
reference. 52-212-5, "Contract Terms and Conditions Required to
Implement Statutes or Executive Orders -- Commercial Items" is
incorporated by reference. The following Clauses/Provisions are
incorporated by reference: 52.222-26, "Equal Opportunity (E.O. 11246)";
52.222-36, "Affirmative Action for Handicapped Workers (29 U.S.C.
793)"; 52.225-3, "Buy American Act -- Supplies (41 U.S.C. 10)";
52.225-21, "Buy American Act -- North American Free Trade Agreement
Implementation Act -- Balance of Payments Program (41 U.S.C. 10, Pub l
103-187); 52.232-33 "Mandatory Information for Electronic Funds
Transfer Payment (Aug 1996)". The Government anticipates an estimated
award date of 27 February 1998. All responsible offerors shall submit
fax quotes to Linda Hill, 407-380-8318 to arrive NLT 5:00 20 February
1998. Upon request, this office will provide the full text of the FAR
provisions and clauses listed herein. Contractors are encouraged to
review the CBD from time to time to obtain the most current information
