FAA LAAS Government Industry Partnership announcement dated January 21,
1998. The Federal Aviation Administration (FAA), is conducting a
Briefing to Industry on April 4, 1998, 8:30 a.m. -- 12:00 p.m., at FAA
800 Independence Ave. SW, Washington, DC 20591, in the 3rd Floor
Auditorium. The subject is Global Positioning System (GPS) Local Area
Augmentation System (LAAS) Government Industry Partnership (GIP),
Meeting registration will occur from 8:30-9:00 in the auditorium lobby.
The Federal Aviation Administration (FAA) is interested in developing
a GIP (or GIPs) with a consortium (or consortia) of interested
commercial and government entities, for the purpose of developing the
Local Area Augmentation System (LAAS) for navigation and precision
approach of aircraft. Navigation functions will include point to point
navigation within the service volume of the LAAS data broadcast,
including navigation on the surface of an airport served by LAAS.
Precision approachwill include all categories (Category I, II, and
III), including roll out guidance after landing. FAA's objectives for
this briefing are to explain the Full Scale Development (FSD) method
(Other Transaction Authority) and the subsequent acquisition of LAAS.
The first stage of FSD will be the development and certification of the
entire system which meets all requirements through CAT I precision
approach. The second stage goal is the development and certification of
all requirements including CAT III precision approach and surface
navigation. The briefing will also outline the consortium/teaming
requirements and evaluation criteria; and discuss the time-frame and
procurement method, which will include the purchase of both CAT I and
CAT III systems. The following is the agenda: LAAS Overview, Program
Objective, Full Scale Development Stage I and II, Other Transaction
Authority, Consortium Requirements, Management Approach, FAA
Contribution, System Specification, Funding Description, Government
"Tiger" Team, Required Reports, Proposal Evaluation and Criteria, and
