E-MAIL: Maria L. Westman, Maria.L.Westman.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request for Quotation (RFQ) for one (1) Lateral Transfer Hollow Retroreflector (LTHR). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the item from PLX Inc., 40 West Jefryn Boulevard, Deer Park, NY 11729. The LTHR is proprietary to PLX, Inc.. The LTHR is required for the ground test of the Multi-Beam Laser Altimeter (MBLA) transmitter and receiver optics. It must retroreflect the MBLA laser beam into the MBLA receiver with 5 arc sec accuracy, while simultaneously attenuating the reflected beam and providing a reference beam for energy measurements. These functions are only possible with the optical properties for the LTHR. (more complete specifications will be issued with the RFQ package) No other contractor can provide the required functions of the LTHR device. To use another vendor to duplicate the PLX capability would require a longer development time and greater funding for that time. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer in writing which shall be considered by the agency. An Ombudsman has been appointed.
