Request for Offer to procure engineering studies in the area of
advanced aircraft design for military purposes. The period of
performance shall be five years. The anticipated contract value shall
be $7,000,000. The scope of work shall cover a range of topics from
conceptual design studies, third party analysis studies, to
experimental hardware testing and development. Studies shall be
requested through task orders issued during the period of performance.
Each task order shall have its own statement of work which shall be
selected from one of the areas of study described in the Statement of
Work. It is anticipated that all areas of study set forth in the
Statement of Work shall be pursued during the contract, and contractors
shall be required to show the ability to provide coverage in all study
areas. The potential areas of study under this effort are as follows:
(a) Joint Strike Fighter (JSF) Prognostics and Health Management, (b)
JSF Advanced Strike Technology Assessments (c)JSF International
Program Development Support, (d) JSF Test Support, (e) Unmanned Air
Combat Vehicle Studies and Analyses, (f) Advanced Air Vehicle Programs,
(g) Advanced Naval/JSF/Air Vehicle Technical and Cost Analyses and
Technological Review, (h) STOVL Physical Air Flows, (i) Aircraft
Acquisition Cost Estimation, (j) Vectored Thrust Aircraft Assessments,
(k) Advanced Tactical Air Weapons Systems Development Support. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. This procurement is a total small business set-aside.
See Note 1. The SIC Code and Size Standard are 8711 and $20,000,000
revenue per annum, respectively. The DPAS Rating for this procurement
is DO-C9. The provisions and clauses in the RFO and model contract are
those in effect through FAC 97-03. All qualified responsible sources
may submit an offer which shall be considered by the agency. The
anticipated release date of the RFO is on or about March 20, 1998 with
an anticipated offer due date of on or about April 20, 1998. An
ombudsman has been appointed -- See Internet Note "B". The solicitation
and any documents related to this procurement will be available over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide
Web (WWW) server, which may be accessed using a WWW browser
