Management Service, intends to enter into a sole source Commercial Item
(CI) procurement using Simplified Acquisition Procedures (SAP) with
Alan West Group, 3463 Johnson Ferry Road, Roswell, GA 30075, for the
purpose of producing an Interest Float Study of the IRS Lockbox Network
and IRS Service Centers. The study requires the leasing and use of
Phoenix-Hecht data. The selected firm has individuals with 22 years of
in-depth experience in float and remittance system modeling and
analysis which includes the Phoenix Hecht/University Analytics (UAI)
model. Additionally, the firm has great involvement with the current
IRS processing environment which enhances their in-depth knowledge and
understanding of IRS and the Lockbox Network. The IRS lockbox
application is a unique application and differs from the private sector
lockbox environment; therefore, it demands highly experienced
evaluators. Given the fact that the only period this study can be
conducted is mid-April, 1998, FMS must use a contractor who is
thoroughly knowledgeable with IRS, the Lockbox Banks, IRS' unique
lockbox processing, and interest float issues. Other vendors who
believe they can meet these requirements should respond in writing to
Department of the Treasury, Financial Management Service, Tonya Kreps,

this notice providing proficient technical data and documentation to
