supply the US Navy with between 500 to 1000 tracking beacons,
appropriate peripheral equipment and DII COE 3.X interface software.
Capable sources will be sought to submit a proposal to include the
design and development of a small number of Pre-production units taken
through full developmental and operational testing, into full
production, and through post production support. Potential sources
should provide evidence of the following:(1) Understanding of global
positioning satellite system (GPS) requirements within the DOD; (2)
Knowledge of Over The Horizon (OTH)/SATCOM and Line of Sight (LOS)
Communications, including RF design and network design; (3)
Manufacturing capability, including sufficient capitalization, required
to deliver all production systems within 72 months after contract
award; (4) Certification of secret level personnel and facility
clearances, or the ability to obtain personnel and facility clearances
by contract award. (5) Past performance history with clear record of
support of small and small disadvantaged program objectives as well as
participation in Integrated Product Teams; (6) Demonstration of
specific experience with the following: SATCOM, RF network design, Data
Link Design, DAMA, DIICOE software development, Type I and Type II
Encryption, LPE/LPE/LPJ/LPD Waveforms, CDMA Communications, Tempest and
Red/Black Isolation Requirements; (7) Demonstration of ability to
develop systems under configuration control and demonstrated knowledge
of current management principles such as ISO 9000. Interested firms
capable of supplying the system are invited to submit the above
information electronically, not to exceed fifteen pages, within 30 days
after publication of this notice. This is not an RFP, nor will the
Government pay for information solicited. Acknowledgement of receipt
will not be made. Proprietary data will be protected when so
designated. Include in your response whether or not your concern is a
small business or a small disadvantaged business. Responses should be
