Aircraft must be capable of accommaditing 78 inch high cargo and be capable of operating to and from gravel airfields. Estimated 20,000 Great Circle Statute Miles. This requirement is for a 12-month performance period beginning 1 October 1998 and includes a "not to exceed" 6-month performance extension as authorized by FAR 52.217-8. Date for receipt of offers will be on or about 11 May 1998. An offeror must be an air carrier and hold a Certificate of Public Convenience and Necessity issued under Section 401 of the Federal Aviation Act of 1958, as amended, or is otherwise authorized by the DoD to engage in air transportation services and holds an air carrier's Operating Certificate issued by the FAA under Part 121 of the Federal Aviation Regulations (14 CFR 121) for airlift operated by the offeror.
