National Guard (DCNG) is seeking a contractor to provide site support for a Distant Learning Center (DLC). The type of contract will be cost sharing. The site contractor shall provide all labor, technical expertise, and a portion of the follow-on investment as required to provide military training to National Guard Soldiers on a priority basis. The site contractor will market all remaining time to local, federal, and civilian customers within the community. Fees charged will be based on the current market, contractor's overhead, and other reasonable, allowable, and allocable costs. The contractor will be responsible for paying a reasonable share of the facility operating expenses to include utilities, maintenance, and fair wear and tear. At least one functioning classroom will be made availble to the contractor by the DCNG at the initiation of the contract. The contractor will be responsible for operating, maintaining, and marketing this facility for the DCNG. An evaluation of all offers will be made in accordance with the following criteria: Personnel, Past Performance, Business Plan, Financial Performance, and Operating Cost. Each area is worth 20 points. The purpose of this notice is to identify potential sources who have the capability and interest in providing site support for a DLC. Interested firms should submit their response no later than 30 days from the date this notice appears. The standard industrial classification code is 8299, size standard is $5 million.
