R -- SCIENTIFIC AND TECHNICAL SUPPORT FOR THE U.S. ARMY DENTAL RESEARCH DETACHMENT IN ANALYTICAL AND FORMULATION CHEMISTRY, PATHOLOGY AND HISTOPATHY AND ELECTRON MICROSCOPY SOL DAMD17-98-R-0003 DUE 031998 POC Contract Specialist Joan Wilson (301) 619-2387 (Site Code DAMD17) The US Army Medical Research Acquisition Activity anticipates awarding a contract for scientific and technical support for the US Army Dental Research Detachment (USADRD), Great Lakes, IL, in microbiology, immunology, analytical chemistry, formulation chemistry, electron microscopy, pathology, & histopathology. The contract shall be awarded with a base year of 12 months from date of award with 4 one-year option periods, if exercised by the Govt. This is a combined synopsis/solicitation for commercial items, prepared IAW the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with addn'l information included in this notice. This announcement constitutes the only solicitation; proposals are being requested & a written solicitation will not be issued. This is a request for proposal (RFP) & the solicitation document & incorporated provisions & clauses are those in effect through Federal Acquisition Circular 97-3. Independently and not as an agent of the Govt, the Contractor shall provide necessary qualified personnel to support USADRD in performing information and materiel research & development to improve preventive and interceptive care prior to deployment & to improve forward support dental care & management of maxillofacial injuries. Personnel will be req'd to perform tasks as assigned that may include, but are not limited to, projects such as: Epidemiology of dental disease in military populations & oral & maxillofacial surgery; dental field equipment that is smaller, lighter, more reliable, lessened power requirement (electric handpieces, dental unit, filed sink, radiographic imaging system); environment-insensitive dental materials (hot/cold, humid/arid) with unit dosing; pharmaceuticals for deployed dentistry (extended duration analgesics, anesthetics, & antimicrobials); preventive dentistry measures (anti-plaque agent, anti-caries vaccine); & wound healing via applications of growth factors. USADRD is located in a military dental research building on the grounds of the Great Lakes Naval Training Center, Illinois. Facilities include administrative areas & microbiology, immunology, chemistry, pathology/histology, dental library, & dental materials laboratories. Contractor personnel will be provided all necessary facilities, materials, equipment & supplies and shall not work on Federal holidays. Contractor personnel support will be on an as needed basis. All work under a resultant contract shall be authorized by task orders issued by the Contracting Officer to the contractor. Not all personnel will be required for the contract period. Task orders will be issued for a specific number of man-hours, a specific personnel category & specific period of time (from weeks to months or for the entire one-year period). The Govt has estimated 2,080 man-hours per year for each of the 12 categories listed below. The number of man-hours is an estimate only. Requirements for Specific Personnel: (1) Research Microbiologist-Education & Experience: MS or PhD in microbiology with research experience at masters or doctoral level; a DDS/DMD degree is desirable. Experience should include aerobic & anaerobic microbiology; experience in oral microbiology is desirable. (2) Research Microbiology Technician-Education & Experience: BS or MS in microbiology, or a related field, with research experience at the bachelors or masters level. Both the Research Microbiologist & Research Microbiology Technician shall have previously made significant contributions to the scientific literature in microbiology, or a related field, & have experience with animal models; experience to be documented in the form of publications in the pertinent areas in the scientific/dental/medical journals. (3) Research Immunologist- Education & Experience: MS or PhD in immunology, or a related field, with research experience at the masters or doctoral level. Experience in vaccine development and testing, particularly mucosal immunity, is desirable. (4) Research Immunology Technician-Education & Experience: BS or MS in microbiology, or a related field, with research experience at the bachelors or masters level. Both the Research Immunologist & Research Immunology Technician shall have previously made significant contributions to the scientific literature in immunology & have experience with animal models; experience to be documented in the form of publications in the pertinent areas in scientific/dental/medical journals. (5) Research Analytical Chemist- Education & Experience: MS or PhD in analytical chemistry, or a related field, with research experience at the masters or doctoral level. (6) Research Analytical Chemistry Technician-Education & Experience: BS or MS in analytical chemistry, or a related field, with research experience at the bachelors or masters level. Both the Research Analytical Chemist & Research Analytical Chemistry Technician shall have previously made significant contributions to the scientific literature in analytical chemistry; experience to be documented in the form of publications in the pertinent areas in scientific/dental/medical journals. Experience for both the Research Immunologist & Research Immunology Technician shall include experience in HPLC and/or GC/MS for the analysis of controlled release pharmaceutical formulations & demonstrated expertise in method development, validation, & maintenance & troubleshooting of chromatographic systems. Specific experience with Waters & Hewlett Packard HPLC instrumentation & software (Millenium v.2.15, HP Chemstation) & the Finnigan GCQ GC/MS including electron & chemical ionization & direct insertion probes is desired. GLP/GMP experience is desired & knowledge of sample preparation methods such as liquid-liquid and solid phase extractions. (7) Research Formulation Chemist-Education & Experience: MS or PhD in formulation chemistry, or a related field, with research experience at the masters or doctoral level. (8) Research Formulation Chemistry Technician-Education & Experience: BS or MS in formulation chemistry, or a related field, with research experience at the bachelors or masters level. Both the Research Formulation Chemist & Research Formulation Chemistry Technician shall have previously made significant contributions to the scientific literature in formulation chemistry; experience to be documented in the form of publications in the pertinent areas in scientific/dental/medical journals. GLP/GMP experience for both the Research Formulation Chemist & Research Formulation Chemistry Technician is desired and knowledge of polymer science is desired for the preparation & analysis of polymer-based controlled release systems. (9) Electron Microscopist-Education & Experience: MS or PhD in a field requiring electron microscopy expertise, with research experience at the masters or doctoral level. (10) Electron Microscopy Technician-Education & Experience: BS or MS in a field requiring electron microscopy expertise, with research experience at the bachelors or masters level. Both the Electron Microscopist & Electron Microscopy Technician shall have previously made significant contributions to the scientific literature in electron microscopy; experience to be documented in the form of publications in the pertinent areas in scientific/dental/medical journals. Both shall have expertise in the proper preparation, examination, documentation, & interpretation of specimens for both SEM and TEM. (11) Research Pathologist-Education & Experience: MS or PhD in a field requiring pathology expertise, with research experience at the masters or doctoral level. (12) Histopathology Technician-Education & Experience: BS or MS in a field requiring pathology expertise, with research experience at the bachelors or masters level. Both the Research Pathologist & Histopathology Technician shall have previously made significant contributions to the scientific literature in pathology; experience to be documented in the form of publications in the pertinent areas in scientific/dental/medical journals. Both the Research Pathologist & Histopathology Technician shall have expertise in the proper preparation, examination, documentation and interpretation of specimens for histopathology. It is essential that all contractor personnel have a working knowledge of computers, instrument interfacing, word processing & spreadsheets. All contractor personnel shall submit to any reasonable Government-imposed security checks and/or identification. The offeror shall include in their proposal pricing for Contract Line Item Numbers (CLINs). The estimated number of hrs per year for the base year (commencing at date of award) & 4 one-year option periods is 2,080 hours per year for each CLIN. The offeror shall provide the hourly rate (fully loaded) for each of the following 12 personnel categories for the base year & each of the 4 one-year option periods (rates to be provided for the estimated 2,080 hours per year): CLIN 0001-ResearchMicrobiologist; CLIN 0002-Research Microbiology Technician; CLIN 0003-Research Immunologist; CLIN 0004-Research Immunology Technician; CLIN 0005-Research Analytical Chemist; CLIN 0006-Research Analytical Chemistry Technician; CLIN 0007-Research Formulation Chemist; CLIN 0008-Research Formulation Chemistry Technician; CLIN 0009-Electron Microscopist; CLIN 0010-Electron Microscopy Technician; CLIN 0011-Research Pathologist; CLIN 0012-Histopathology Technician. This solicitation is not set-aside for small businesses. FAR 52.212-1, Instructions to Offerors- Commercial Items (Oct 1995) is incorporated by reference. Applicable is FAR 52.212-2, Evaluation-Commercial Items: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government, price and other factors considered. Evaluation of offers shall be based on the following factors: (1) Management Plan; (2) Corporate Experience/Past Performance; (3) Personnel Experience; & (4) Price. Factors are listed in their relative order of importance. The technical proposal shall include any information the offeror deems relevant & pertinent to these requirements. As a minimum, the offeror shall: (1) submit a mgmt plan which demonstrates the offeror's understanding of the requirement, offeror's corporate structure & how the offeror will manage the recruitment & provision of req'd personnel; (2) identify a minimum of 3 Federal, state, local Govt, or private contracts for which the offeror has performed the same or similar service within the past 3 years, including name, address & telephone no., POCs, contract no., date, & amount; (3) submit a sampling of credentials of personnel who may be available under any resultant contract award. In addition, offerors are reminded to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications- Commercial Items.
