Abuse and Mental Health Services Admin. As part its State Systems
Development Program, the Center for Substance Abuse Treatment (CSAT)
began a second phase of funding in 1997 for the State Treatment Needs
Assessment Program (STNAP). Through STNAP, CSAT provides funding to the
States to perform studies assessing the need and demand for alcohol and
other drug treatment, and uses these findings for a rational allocation
treatment resources. The results of this effort will be to improve
States' compliance with Federal Substance Abuse Prevention and
Treatment Block Grant requirements for reporting on treatment needs
assessment and resource allocation. This procurement will provide for
a technical assistance contract that will assist the States with their
needs assessment contracts to develop their capacity for conducting a
family of studies. Building on the lessons learned over the first
round of State contracts, and the work of the National Technical Center
Demand Needs Assessment (NTCDNA) contract, (CSAT Contract No.
270-92-004) this contract will foster coordination and collaboration
between CSAT, the States, and their contractual partners for the
effective and cost-efficient development of CSAT's State Treatment
Needs Assessment Program (STNAP). The contractor will be responsible
for gathering, analyzing, and synthesizing needs assessment knowledge,
and disseminating this knowledge among the States -- with the intent
of increasing the cost-effectiveness of State studies through
distribution of effective methodologies. The contractor will also serve
as a resource for technical assistance to the States and their
subcontractors, utilizing a small in-house staff and the resources of
a limited number of specialized consultants. The contractor will also
provide support for an annual meeting, as well as a limited number of
regional and special needs assessment topic meetings. Offerors must
demonstrate a capability to develop and execute a comprehensive system
of technical assistance in the area of needs assessment. CSAT plans a
three year award. The estimated date for issuance of this RFP is March
20, 1998 with responses due thirty days later. This solicitation may be
obtained in either of two ways; electronically, by downloading a file
from the SAMHSA Web Site at http://www.samhsa.gov or by mail. Files
will not be made available on the Web Site until on or after the
estimated issuance date. Once downloaded, you should determine if you
have a continuing interest in the RFP. If so, you must either write the
individual identified above that you wish copies of amendments to the
RFP (if any) sent to you by mail or check the Web Site regularly for
amendments which will also be posted there and can be downloaded
electronically. You may choose either method for obtaining amendments.
Note, however, that if you rely on the Web Site for obtaining
amendments, at this time we have no way to assure, and will therefore
assume no responsibility for assuring, you have downloaded these
amendments. Requests for copies of the RFP to be mailed must be made in
writing. Requests will be filled on a first-come, first-served basis
until the supply is exhausted; however, there is no assurance that
copies requested after the twentieth day will reach the requestor
before the due date for receipt of responses. Requests shall be
