Specialist, or Lt Cote, Contracting Officer The 11th Contracting
Squardron intends to procure a historical monograph written that
compares Systems Management in the USAF Ballistic Missile and Air
Defense Programs, covering the period 1945-1965. A brief hisotry of
this subject will permit Air Force historians and government officials
to assess the approaches, accomplishments and failures of Air Force
systems management as it was created and employed over a twenty year
period. It should also identify management procedures devised for these
two programs that may benefit contemporary Air Force acquisitions
managers of aeronautical and space systems. The study is to be
completed on a short schedule, within eight months after contract
award. At a minimum, research for this monograph will require
examiniation of documents in the Air Force Historical Agency at Maxwell
AFB, Alabama, the National Archives and Records Administration in
Maryland, the Charles Babbage Institute at the University of Minnesota,
and at the Lincoln Laboratory, MITRE, and MIT in the greater Boston
area. The contractor must be an accomplished historian who has
specialized int he study of systems management, and who possesses a
thorough understanding of science and engineering. The SIC code is
