This solicitation is for analytical services support for the South Atlantic Division (SAD), U.S. Army Corps of Engineers for the chemical analyses of soil, sediment, sludge, ground water, surface water, oil, waste, and other environmental samples taken from Hazardous, Toxic, and Radioactive Waste (HTRW) sites. A majority, but not all, of the tests required use SW846 Methods and EPA 500 and 600 Series methods. The District Offices of SAD are located in Wilmington, NC; Charleston, SC; Mobile, AL; Jacksonville, FL; and Savannah, GA. The project sites will be located primarily in the states of NC, SC, GA, AL, TN, MS and FL. There may be some sites located in Puerto Rico, the U.S. Virgin Islands, Central America, and South America. It is the Government's intent to award two indefinite delivery indefinite quantity type contracts as a result of this solicitation. Each contract will contain one base year period, with 2 additional one year options. The base and option years are valued not to exceed $1.5 Millioneach. If the contract amount in the base year or option year one has been exhausted, or nearly exhausted, the Government may exercise the next option year early. The Standard Industrial Classification (SIC) code is 8734. This solicitation is a set aside for small businesses. One contract will be awarded under the Small Business Set-Aside (SBSA) program; and the other will be awarded using 8(a) competitive procedures. Those firms submitting a proposal under the 8(a) competitive program will also be considered for award under the SBSA program if they are within the size standard. However, both contracts will not be awarded to the same contractor. In order to be considered a small business for the SBSA contract award, the offeror's average annual gross revenue for the last 3 fiscal years can not exceed $5.0 million. It is estimated that the solicitation will be issued on or about 20 March 1998, and proposals will be due on or about 21 April 1998. Requests for solicitation packages must be submitted in writing no later than 16 March 1998, and may be faxed to 912-652-6061. Plans and specifications may be picked up Monday through Friday, 8:30 a.m. to 5 p.m., at 100 West Oglethrope Avenue, Savannah, GA 31401-3640. Solicitation documents will be issued on a first come, first served basis until the supply is exhausted. It has been determined that the number of sets will be limited to one per firm. (0064)
