a Pre-Solicitation Notice: The Department of Navy intends to issue an
RFP by means of source selection procedures, offeror based on
technical and price competition for the purpose of obtaining the best
value to the Government for the construction of three (3) facilities
adjacent to Johnstown Aviation Facility, Johnstown, PA. Proposal will
be evaluated on the basis of Price and Technical factors. The estimated
cost range is more than $10,000,000. The proposed work consists of
constructing three (3) new structures. A Marine Corps Reserve Training
Center (MCRTC), a Vehicle Maintenance Facility (VMF) and a Marine
Corps Maintenance Hangar (MCMH). The MCRTC will be a two story 25,900
SF steel structure with a combination of masonry cavity walls and
masonry veneer with light gage metal framed exterior walls. Interior
partitions are primarily composed of metal studs and gypsum wallboard.
The VMF will be a single story 4,800 SF masonry structure cavity wall
structure with a mezzanine. Interior partitions will be 6" CMU. Both
structures will be fire protected with sprinkler systems and their
roofing structure will be steel web joists covered with standing seam
metal roofing systems. The MCMH is a single story 31,500 SF steel
structure with masonry cavity exterior walls to 10-16 feet high with
metal clad light gage framing above. Interior partitions will be a
combination of 6" CMU and metal stud framed walls with gypsum wall
board. The roofing structure will be combination of structural steel
and steel web joists covered with standing seam metal roofing systems.
The hangar doors will be vertically folding fabric doors. An oil/water
separator will be provided fr interior hangar drainage system. The
structure will be fire protected with an AFFF system with overflow
capabilities. There will be provisions for site work, excavation,
grading, utility work, sewer, water, telephone, electric, fill,
installation of parking lots, road ways, fencing, landscaping, special
paving requirements for existing flight ramps andincidental related
work. The Sic Code is 1541 and the Small Business Size Standard is 17.0
million are applicable to this contract. The proposed contract
(solicitation) will be issued as unrestricted and the solicitation is
subject to evaluation criteria set forth in DFAR 252.219-7003 --
"Notice of Evaluation Preference for Small Disadvantaged Business
Concerns -- Construction Acquisitions Test Program (APR 1996)".
