The contractor shall provide, on a 24 hour per day, seven day a week basis, confidential diagnostic, short term counseling, trauma debriefings, prevention education training, information and referral, and case management services. Services are to be performed throughout the United States, Guam, Puerto Rico, the Virgin Islands, and foreign ports. The period of performance shall be for a one year base period and four one year option periods. All requests for the solicitation must be received no later than 3:00 pm. EDT, 9 April 1998.
