Warrant Officer Mark L. Thompson, Ph: (515)252-4498 Synopsis; The Iowa
National Guard, wishes to select an Architect-Engineer (A-E) firm for
Type A and B services for an Indefinite Delivery Contract,
Multi-Disciplinary, for projects on the Iowa ANG Base, Des Moines
International Airport, Des Moines, Iowa. Typical projects include but
are not limited to HVAC retrofits, lighting and electrical repair,
remodeling, reroofing, pavement, etc. Work includes the production of
designs, plans, drawings, estimates, and specifications as required to
execute construction projects and the conducting of fact finding
studies, surveys, investigations, and economic analysis in support of
design activities. Submittal of electronic plans in AutoCadR14 is also
required. The following are the significant A-E selection factors and
there relative order of importance to the Government: professional
qualifications, specialized experience and technical competence,
capacity to accomplish work in required time, past performance,
location, demonstrative success in use of recovered materials,
achieving reduction and energy efficiency in designs, and volume of DOD
work. The estimated start and completion dates for the A-E contract are
1 May 1998 to 1 May 1999, with an option to extend one (1) additional
year, this request has a minimum amount of $5,000.00 and a ceiling of
$1.5 million per year with a maximum order limit of $300,000.00. The
resulting award will be an optional uses Indefinite Delivery/Indefinite
Quantity Contract for the National Guard contracting offices in states
bordering Iowa for work on federal property or lease holds. A-E firms
shall be ineligible to compete for the A-E design contracts for which
they have developed the project book and/or statement of work. This is
not a request for proposal. Response to this notice must be received in
the Office of the United States Property and Fiscal Officer's,
Purchasing and Contracting Division, Camp Dodge, 7700 NW Beaver Drive,
Johnston, Iowa 50131-1902 by close of business, 4:30 p.m. local time,
