accordance with an agreement dated 13 Dec 93 as amended 1 Jul 95,
between the Department of Defense (DoD) of the United States and the
Ministry of Defense (MoD) of the Republic of Kazakhstan, the Defense
Special Weapons Agency (DSWA) plans to competitively award a
firm-fixed-price contract for Phase II (the dismantlement) of Unified
Fill Facilities (UFF) and Nuclear Weapon Storage Areas (NWSA) located
in Kazakhstan. Locations of the two UFFs are the SS-18 ICBM bases at
Derzhavinsk and Zhangis-Tobe, and locations of the NWSAs are
Derzhavinsk, Zhangis-Tobe, and Chagan-Aerodome (Dolon), and the support
buildings associated with each. Tasks include neutralization and
dismantlement of the UFFs, decontamination and deactivation of the
NWSAs. A pre-proposal conference will be held in Almaty, Kazakhstan,
beginning at 0900 hours, 24 Mar 98, at the Ankara Hotel, Timiryaveza
Str., 3, 480000, Almaty, Republic of Kazakhstan, telephone
011-7-3275-81-11-11 (fax 011-7-3275-81-11-02). Contractors will be
responsiblefor obtaining visas, making travel arrangements, and all
expenses relating to this conference. Register for this conference by

phone number if known, to Ms. Dickerson at (703) 325-9295, not later
than 19 Mar 98. Attendance at the conference in Almaty is not
mandatory. All responsible sources may submit a proposal which will be
considered. Availability of specifications, plans, or drawings or
other technical data: It is impracticable to distribute the applicable
reference and related relevant documents with the solicitation. These
documents may be examined by contacting Ms. Dickerson at (703)
325-1193 and making an appointment to review the documents at DSWA
Headquarters prior to proposal due date. The due date for receipt of
proposals shown above is estimated; actual due date will be indicated
in the solicitation when it is released. All requests for copies of the
