National Emergency Training Center (NETC), U.S. Fire Administration
(USFA), has a requirement for the services of a "Subject Matter Expert"
(SME) in reviewing and validating the existing USFA fire prevention and
control master planning concept, its process and supporting
methodology. While doing this, the SME will assist the USFA in updating
and revising, where needed, the master planning concept to reflect
today's community fire and rescue service needs. Interested sources
should have extensive experience and or knowledge in: 1) the original
concept of fire prevention & control master planning program developed
by the USFA; 2) thorough understanding of the "systems" approach to
providing public fire/rescue and emergency management services; 3)
knowledge and experience in all levels of fire/rescue service
administration and management at the company & chief officer level; 4)
knowledge of current management principles of local city/county
municipal governmental operations; 5) bachelor's degree in fire
science, fire administration, fire protection technology, or public
administration along with experience in conducting at least ten (10) or
more local community fire service master plans, or a combination of an
associate's degree in the above subject areas with experience in
conducting at least twenty (20)or more local community fire service
master plans. During and after the completion of review and revision of
the master planning materials, the contractor shall be required to
travel to at least (3) selected pilot communities for purpose of field
testing the revised materials. The period of performance will be from
date of award through (12) months. The contractor will be required to
submit a work plan with its proposal indicating how it intends to
perform the services required in the Statement of Work. Award of a
firm-fixed price purchase order, utilizing Simplified Acquisition
Procedures (actions estimated under 100K), is anticipated. The Request
for Proposal (RFQ) will be available on or about March 30, 1998;
quotation due on or about April 16, 1998. All requests for the RFQ must
be submitted in writing or faxed to (301) 447-1092. The anticipated
award date is April 30, 1998. This procurement is a 100% small business
set-aside. The applicable Standard Industrial Classification Code (SIC)
is 8742, Management Consulting Services, with a size standard threshold
of $5.0 million average annual receipts for three preceeding fiscal
