This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation (RFP 500-54-98) is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03. The SIC for this solicitation is 3711. This is a full and open competitive proposal. The small business standard is $5.0 million in average annual gross revenues for the offeror's last three fiscal years. The solicitation is for the lease/maintenance of three sedans for the Department of Veterans Affairs, VA Healthcare Network Upstate New York at Syracuse. The description of the three sedans is as follows: Each vehicle will be a Class 2, five passenger compact automatic sedan; 9C; AM/FM radio; A/C; V-4; power steering; cruise control; tilt steering wheel; power door locks; 12,000 free miles per year; and include maintenance. Offerors are requested to propose the following price options: Option #1: 12 month lease from April 1, 1998 through March 31, 1999; Option #2: 24 month lease from April 1, 1998 through March 31, 2000; and Option #3: 36 month lease from April 1, 1998 through March 31, 2001. Offerors may propose more than one vehicle that meets the government's needs. Offerors shall also state their time of delivery for the three sedans. The government's desired deliver time is thirty (30) days or less. All offers must include descriptive literature and required certifications to allow technical evaluation of the vehicle offered. Offeror's must include with their price proposal and descriptive literature a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications Commercial Items. Selection and award will be made to the lowest priced, technically acceptable offeror. Technically acceptable will be based on the information submitted by the offeror showing that the product quoted meets the government's requirements. Quotations with descriptive literature and required certifications are due on or before 1:00PM (Eastern Time) on March 22, 1998 and should include the solicitation number RFP 500-54-98.
