award on a sole-source basis an urgent fixed-price purchase order of
six months duration to SFA Inc. of Landover, MD for Frequency Analysis
Support for the Air Force Frequency Management Agency. SFA is
considered to be the only qualified source for this requirement because
it currently employs or has sole access to the only personnel having
the specific expertise and experience to perform the specific taskings
in a timely manner. Extensive travel is required. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is issued as Request
for Proposal F49642-98-R-4OSI. The solicitation document and any
resultant contract incorporate required clauses and provisions in
effect through Federal Acquisition Circular 97-3. The following FAR
Clauses apply to this acquisition : 52.212-1 (Instructions to Offerors
Commercial), 52.212-4 (Contract Terms and Conditions -- Commercial
Items), 52.212-5 (Contract Terms and Conditions Required To Implement
Statutes Or Executive Orders -- Commercial Items). Offerors shall
include a completed copy of the provision at 52.212-3 (Offeror
Representations and Certifications -- Commercial Items) with their
offer. The Statement of Objectives for this requirement follows:
STATEMENT OF WORK 1.0 INTRODUCTION 1.1 Background. The United States
Air Force Frequency Management Agency (AFFMA) participates in the
development of international agreements and regulations in the
following meetings and conferences: United Nations International
Telecommunications Union (ITU), World Radiocommunication Conferences
(WRCs) and supporting Plenipotentiary Conferences and
Radiocommunication Assemblies and Study Groups (SG), in military and
joint government/industry meetings of the Allied Radio Frequency Agency
(ARFA) of the North Atlantic Treaty Organization (NATO), in spectrum
planning meetings of the Organization of American States (OAS),
Inter-American Telecommunication Commission (CITEL), and in selected
bilateral international meetings. Air Force also participates in
preparatory working group meetings for international meetings sponsored
by the State Department, the National Telecommunications and
Information Administration (NTIA) of the U.S. Department of Commerce,
and the Federal Communication Commission (FCC). 1.2 Objective. The
objective of this statement of work is to acquire contractor support
for the Air Force Frequency Management Agency in its involvement in the
development of international and domestic spectrum management and
telecommunication agreements, satellite coordination and regulations as
they relate to Air Force systems development, command, control, and
intelligence operations. The effective conduct of the many interlocking
studies and negotiations, requires contractor-developed recommendations
and opinions based on proven specialized regulatory, procedural and
technical expertise. 2.0 TECHNICAL REQUIREMENTS 2.1 Task Descriptions
Scope of Work. The contractor shall provide the professional labor,
material, and equipment to analyze, prepare data, present data, and
make projections and recommendations responsive to a wide range of
telecommunication, satellite coordination, and radio spectrum
management issues. The contractor shall provide multi-disciplined,
experienced, and knowledgeable personnel to augment and support the Air
Force Frequency Management Agency as may be necessary to defend the
interests of the Air Force, in coordination with other federal
agencies, private sector, and foreign nations. The contractor shall
provide personnel with expertise in the following areas:
Telecommunications, Satellite Coordination, and Radio Frequency
Spectrum. Contractor-provided personnel shall possess a minimum of a
bachelor's degree in electrical engineering, at least five years of
directly related managerial and technical experience in frequency
management, and be knowledgeable of applicable policies and procedure's
relating to telecommunication, satellite coordination, and radio
spectrum management. The intensity of effort required in any particular
area is dependent upon the urgency of the short-term responsiveness
necessary defend the interests of the Air Force. Task 1 As preparation
for the meetings detailed in Task 2, the contractor shall develop
data, conduct reviews, analyses and impact assessments, and develop
draft projections, prepare technical papers, proposals, and positions
as necessary to promote and protect Air Force interests in a
continually changing set of national and international
telecommunication regulatory conferences dealing with the allocation of
spectrum to different purposes. These issues relate to provisions in
the International Telecommunications Union Constitution and Convention,
and to other regulatory structures, procedures and equipment standards.
Additionally, the contractor shall develop preparatory analyses and
strategies to protect Air Force satellite systems at bilateral
satellite coordination meetings, and support technical negations during
these meetings. Task 2 The contractor shall attend conferences and
meetings as follows. Satellite coordination meetings held with foreign
administrations in accordance with the procedures of the ITU Radio
Regulations. NTIA and FCC meetings, held prior to each WRC to prepare
U.S. national proposals, and after each WRC to develop national
implementations of WRC decisions, and NTIA meetings to develop plans
for use of the spectrum during national emergencies. CITEL spectrum
management conferences to try to obtain consensus on WRC matters among
the various American Administrations. International technical and
procedural studies relative to such subjects as data handling,
frequency sharing techniques, coordination criteria, and spectrum use
efficiency, are developed in a set of International Telecommunications
study groups. There are eleven of these that meet during a year, and
each of these study groups can have up to four Task Groups and some
have up to five working parties. All of these committees meet
internationally, after national preparations. An International
Telecommunication Union Radio communication Assembly meeting where
inputs and questions for the SGs are developed. Conference Preparatory
Meetings (CPMs), where a report to the WRC is developed, based on all
the applicable SG papers. NATO ARFA meetings, both military and joint
civil/military, to seek agreement on WRC issues, and to try to
influence European WRC representatives to act favorably to US/NATO
interests. If the contractor is the sole Air Force representative,
he/she shall not make commitments that bind the Air Force without prior
consultation with appropriate Air Force Frequency Management Agency
discussion and approval. 3.0 Deliverables. 3.1 The contractor shall
prepare a report at the conclusion of each conference or meeting. This
report shall include the following: a. Summary of preparatory
research, analyses and projected agenda as compiled prior to the start
of meetings. b. Analyses of information gleaned from their
participation in the aforementioned meetings and conferences. c.
Projections as may be appropriate based on the aforementioned analyses.
d. Supporting data to substantiate the aforementioned projections. e.
Recommendations based on the aforementioned presentations. 3.2 The
contractor shall develop, prepare and provide graphical presentations
and technical documentation of the aforementioned data as required to
support meetings and AFFMA briefings. 4.0 TRAVEL: Travel from
Washington DC to various as-yet-undetermined destinations is required
in support of this requirement. Travel expenses shall be reimbursed
under this contract in accordance with applicable rates and ceilings in
