SYNOPSIS ONLY. The NASA Goddard Space Flight Center (GSFC) is seeking
sources capable of providing excess payload capacity available on
commercial space missions to carry earth science, space science and
technology instrumentation. The purpose of this notice is to gather
information from industry related to the commercial availability of
resources, which may be offered to carry payloads. GSFC is considering
the technical feasibility, cost, schedule, and contract implications
for using excess resources on existing systems to carry science and
technology payloads. GSFC welcomes any information submitted by
interested parties in response to this request. Specifically, please
respond to the following: 1. What are the existing capabilities of your
commercial spacecraft? Include information describing the planned
orbit(s), planned platform lifetime, excess payload mass, power and
volume availability, launch vehicle type(s) and uplink/downlink rates
available to payloads? Other technical parameters, which would be
helpful, are descriptions of pointing knowledge, stability, available
data storage, payload fields of view available for both science and
thermal rejection, as well as any known interface parameters. 2. What
is the development status of the commercial system? 3. What is the
flight history of the commercial system? 4. How many platforms of this
type do you intend to launch and what is the planned schedule? 5. What
is the expected price you might charge for this service? 6. What
integration and schedule profile would be expected for and available to
"Quick Ride" payloads? 7. Discuss any flight constraints, which might
be imposed, on potential payloads. 8. What sort of warranty or
guarantee to service might you offer? 9. Do you have a set of standard
terms and conditions, which might cover contracts for secondary
payloads? If so, please provide us with a copy. 10. Identify a
technical point of contact including name, position, telephone and FAX
numbers, US Postal and email addresses. 11. Provide any other
information you feel might be helpful in this endeavor. NASA GSFC plans
to release a Draft Request for Proposal (DRFP) for Quick Ride on about
April 8, 1998 with an anticipated due date for comments on or about
April 15, 1998. We anticipate releasing the final RFP on or about April
29, 1998. The DRFP and final RFP will be available over the Internet.
It is the offeror's responsibility to monitor this site for
solicitation release. Interested parties shall submit their information
by March 26, 1998 to NASA Goddard Space Flight Center, Attn: Sharon
