Systems Center San Diego (SSC-SD) intends to negotiate a Cost Plus
Fixed Fee, Indefinite Quantity Indefinite Delivery Type contract in
accordance with FAR Part 15 for the following services: *ADVANCED
SEMICONDUCTOR FABRICATION AND PROCESS CONTROL The Integrated Circuit
Fabrication Facility (ICFF) is involved in fabricating integrated
circuits (ICs) using novel materials and technologies and performing
research in advanced semiconductor devices for military applications.
The fabrication facility is designed for 150mm silicon on insulator
(SOI) and silicon on sapphire (SOS) integrated circuit technologies at
submicron dimensions in a Class 10 environment. Some of the areas of
research at this facility include CMOSFET ICs, novel substrates,
bipolar and heterostructure bipolar technology using alloy structures,
microelectromechanical (MEMs), and photonic devices. This contract is
to provide technical expertise in the development, documentation,
COMPUTER SIMULATION, MAINTENANCE and execution of fabrication sequences
required for the overall task and laboratory mission. This effort
places a strong emphasis on computer integrated manufacturing (CIM)
using FASTECH tools, statistical process control based on FASTECH
software, process modeling, device simulation, and an understanding of
circuit design, manufacture and testing. Technical, engineering, and
operator personnel of processes and equipment (including preventative
maintenance and repair) shall be required. Gathering of the information
in the fabrication facility on a regularly scheduled basis for
insertion into the ICFF databases shall be required. In addition,
scientific expertise in areas, including radiation hardness of
semiconductor devices and integrated circuits, semiconductor materials,
fabrication processes, process and device simulation, testing, and
other areas related to advanced state-of-the art research and prototype
development of radiation hardened integrated circuits shall be part of
this effort. Tasks will be provided for on a delivery order basis, and
shall include the following: ICFF Data base development and management;
operation of the silicon semiconductor fabrication facility; management
of materials; test structure, circuit design and layout; research into
processes and material requirements for semiconductor circuitry; and
research on radiation hardened devices and circuits. The solicitation
