synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number
NHLBI-PS-98-266 and is issued as requested for quotation (RFQ). The
solicitation includes all applicable provisions and clauses in effect
through the Federal Acquisition Circular 97-03. This is not Small
Business set aside. The Standard Industrial classification (SIC) code
is 3826, size standard 500 employees. The items to be acquired are as
follows: 1) One (1) each, NITRIC OXIDE ANALYZER (NOA) with the
following specifications: Outputs: Analog, Digital, Printer, On-Board
512 KB RAM Card (expandable) for Data Storage; Display: Backlit LCD in
ppm/ppb or mV; Oil-Filled Transformer for Ozone Generation; PMT cooled
to -10 C for optimal chemiluminescence sensitivity, Vacuum Pump:
ultimate vacuum of 0.75 X 10 to the -4 Torr. Flow capacity of 3.5cfm,
and operating sound level of 53 dB; Gas Sampling: <1 ppb minimum
detection limit up to 500 ppm NO, 200 millisecond response time, 10-300
mL/min flow rate, capable of breath-by-breath analysis in humans and
animals; Liquid Sampling: 1 picomole minimum detection limit to 100
nanomoles, sample size of a few microliters to 5mL, capable of
analyzing nitric oxide, nitrite, and/or nitrate in a variety of samples
including plasma, cell culture media, tissue homogenates, tissue
perfusates, and urine. This NOA system must include detector, vacuum
pump, operting and service manual and written warranty 2) Installation
and Training: field service Installation and Training of the
instrument providing an overview of the techniques used to measure
nitric oxide, nitrite and nitrate, travel expenses and any other
charges. 3) One (1) each, Customized Nitric Oxide (NO) Data Analysis
Software: External collection and analysis software program setfor PC
or Macintosh designed for restricted breath analysis, breath by breath
analysis, bag sampling, NO and NO/2 monitoring and liquid sample
analysis. 4) One (1) Laptop Computer, 120-MHz Pentium processor with
internal 16-KB cache, 16 MB of RAM, 1.0 GB Hard Drive, may substitute
486 or greater PC or Mac. 5) One (1) each, Radical Purger, Purge and
Trap with Condenser and heating Jacket, must include purge vessel,
filter line with IFD filter, NaOH trap, Teflon tubing and fittings; for
analysis of nitric oxide, nitrite and/or nitrate in biological samples
such as plasma, cell culture media, or tissue homogenates. 6) One (1)
each, Circulating Hot Water Bath: must be capable of delivering 95
degrees C water for the analysis of nitrates. 7) One (1) each, Gas
Sampling Interface: this is for gas-phase calibration of the N.A. and
measurement of gas-phase samples, must include a Nafion drier, 0.45 m
particle filter, Teflon sampling line with luer adapters, luer plug and
calibration tee. 8) One (1) each, Accurate NO Breath Kit: must be used
with or without resistance, must eliminate nasal NO contamination and
control breath flow rate, must provide flow rate of 40 mL/sec. And
adapters necessary for breath-by breath analysis without resistance. 9)
One (1) each, Odor Filter to neutralize oily smells. 10) Calibration
Kit: must include a Zero Air Filter, a cylinder of 45 ppm NO
calibration gas, and a Compressed Gas Association 625 NO Regulator. The
Government's desired delivery and acceptance schedule is May 15, 1998
or 30 days from the award date, whichever is earlier at 9000 Rockville
Pike, Bethesda Md. 20892. The provisions of FAR Clause 52.212-1,
Instructions to Offerors-Commercial Items, applies to this acquisition.
The provisions of FAR Clause 52.212-2, Evaluation -- Commercial Items
is applicable to this acquisition. Award will be made to the lowest
priced, technically acceptable offeror meeting the Government's
specifications. The offeror must include a completed copy of the
provision of FAR Clause 52.212-3, Offeror Representations and
Certifications -- Commercial Items with its offer. The provisions of
FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items,
applies to this acquisition. The Offeror must provide descriptive
literature inclusive of specifications as part of the quotation. FAR
Clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders -- Commercial Items -- Deviation for
Simplified Acquisitions, applies to this acquisition. Interested
vendors capable of furnishing the government with the equipment
specified in this synopsis should submit a quotation to the below
address. The quotation shall include the itemized price, prompt payment
terms, Taxpayer Identification Number (TIN), Dun & Bradstreet Number
(DUN's) and descriptive reference literature of the equipment quoted
identifying all of the requirements. The quotation must reference
"Request for Quotation" number NHLBI-PS-98-266. Quotations will be due
fifteen (15) calendar days from the publication date of this synopsis
by 3:00 p.m. E. T. All responsible sources may submit a quotation,
which if timely received, shall be considered by the agency. Quotations
