The Coast Guard is seeking information from potential sources who can
meet the requirements for an engineering services contract in support
of the Coast Guard's HC-130H aircraft fleet. This is not a Request for
Proposals (RFP). The purpose of this Sources Sought/Request for
Industry Comment announcement is to develop a list of qualified firms
able to meet the Government's requirements. A Statement of Work
(SOW)/Specification is not available. Organizations having the required
expertise and capabilities are invited to submit complete information
discussing such capabilities in a technical capability outline. The U.
S. Coast Guard is looking for preferably certified Lockheed Martin
Service Centers with experience in depot level C-130 maintenance, C-130
corrosion engineering and maintenance experience, and experience in
Aircraft Structural Integrity Program (ASIP) management. Other
potential areas of interest are access to engineering data for the
C-130Hand access to historical operational fleet damage information.
The Coast Guard has identified a need for engineering services outside
of its in-house capabilities provided at the Aircraft Repair and
Supply Center (AR&SC), Elizabeth City, NC, to assist fleet maintenance
managers in a variety of services. These services include ASIP
management, structural repair design, corrosion maintenance program
development, drop in maintenance, aircraft modification prototype
development, and aircraft modification kit assembly. Other potential
areas of work are engineering analysis for Reliability Centered
Maintenance program, engineer airframe, electrical system, and avionics
modifications as related to a Service Life Extension Program (SLEP),
and guidance in the area of aircraft non-destructive inspections. . The
Coast Guard is seeking sources with three years of experience in
providing the same types of engineering services on the C-130 aircraft
as indicated above. The Coast Guard operates a fleet of 30 HC-130H
aircraft from five different bases to provide long-range search
capabilities for a variety of maritime missions. The Coast Guard's
fleet is characterized by three distinct, similarly configured blocks
of aircraft: five 1500 series aircraft operated out of Elizabeth City,
NC; three 1600 series aircraft operated out of Sacramento, CA; and the
1700 series located in Sacramento, CA, Kodiak, AK, Barbers Point, HI,
and Clearwater, FL. The fleet ranges in age from nine to 24 years and
the USCG is currently evaluating the requirement to maintain this
capability until the year 2015. The U. S. Coast Guard Aircraft Repair
and Supply Center (AR&SC) in Elizabeth City, NC provides primary
engineering and logistic support for the fleet. Information provided by
sources shall not constitute a proposal. The Government does not intend
to pay for the information received. Any interested sources must submit
the appropriate data within 30 days from the date this synopsis is
published in the Commerce Business Daily (CBD). A sourcelist will not
