architecture/engineering services for conducting Cost Estimating
Services and Value Engineering for FD&CC PAC project design and
construction activities for the U.S. Coast Guard Facilities located in
the western US and Pacific Islands. Tasks involve estimating
construction projects, reviewing A/E cost estimates and performing
value engineering studies for construction projects which typically
consist of 90% shore facilities and 10% marine facilities. Estimated
individual construction cost of projects range from $100,000 to
$10,000,000. Proposed procurement will result in one (1) Indefinite
Delivery Contract to be in effect one year with a one year option to
extend services. Contract has a maximum potential of $150,000 annually
with a minimum guarantee of $5,000. Projects will be defined and
negotiated on an Individual Task Order Basis. The evaluation criteria
in descending order of Importance are: (1) Specialized experience of
the firm in shore and marine facilities. (2) Professional certification
and experience of the firms staff and consultants to be assigned to the
project relative to Cost Estimating and Value Engineering. (3) Past
record of performance with public and private clients. (4) Proximity to
Coast Guard FD&CC PAC office, Seattle, Washington. (5) Capability of
firm to accomplish work in the required time. (6) Organization and
management. (7) Recovered materials, waste reduction and energy
efficiency in facilities design. Firms desiring consideration must
submit SF255, SF254 and any consultants SF 254's including organization
chart of key personnel to be assigned to this project. The submittals
must be received in this office at the close of business 4:00 p.m.

prior to selection of short listed firms. No RFP will be issued until
a short list has been established. This Notice is for informational
purposes for Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
