The National Park Service (NPS), Denver Service Center (DSC), intends to solicit and negotiate with only one source, Wiss Janney Elstner, Associates, under the authority at FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The firm will provide professional Architect/Engineer design services to support the National Park Service in the preparation of plans and specifications for the rehabilitation of the Cell House on Alcatraz, and to provide inspection services during construction. The Golden Gate National Park Association, along with Golden Gate National Recreation Area park staff, conducted an extensive search for a professional design team that specializes in the rehabilitation of concrete structures in a marine environment. After researching and interviewing several A/E firms, The Golden Gate National Park Association negotiated and awarded a contract to Wiss Janney Elstner. They have completed extensive testing, surveys, and schematic design drawings, along with alternatives proposing the latest technology for improvements and building treatments. The National Park Service intends to enter into a follow-on contract with Wiss Janney Elstner in order to provide for continuity from testing, site investigations, and schematic design through preparation of construction documents. This A/E's knowledge of the structure and familiarity with the construction techniques proposed in their recommendations warrants continuation of their work into completion of the construction drawings.
