66 -- FOURIER TRANSFER-INFRA RED SPECTROMETER WITH FTIR MICROSCOPE, AND 300 MHZ PENTIUM II PROCESSOR WITH MMX COMPUTER WITH 17 INCH COLOR MONITOR SOL RFQ98-Q-22 DUE 041098 POC Kathleen Wilson (202)/435-7167 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 98-Q-22 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03. This action is a 100% small business set-aside. The SIC code is 3826 Laboratory Apparatus & Analytical & Optical Measuring and Controlling Instruments. The small business size standard is 500. The U.S. Secret Service has a requirement for the manufacture and delivery of one (1) Fourier Transfer-Infra Red Spectrometer with microscope attachment with the following specifications: Optical System: sealed and desiccated optical unit up to four (4) equivalent output beams. Ten (10) differentbeamsplitter materials to be cover the instrument operating range;Optical Performance: OPD velocities are digitally selected between 0.05 to 5.0 cm/s; Range: 15,000 to 30cm-1 with interchangeable beamsplitters, multiple sources and detectors; Resolution: to 0.3cm-1 continuously variable to 64cm-1. Digital resolution from 0.001cm-1; Signal-to-Noise: greater than 45,000:1 RMS, 9000:1 peak to peak, % second measurement at 4cm-1, FR-DTGS Detector, KBR Beamsplitter; Ordinate Linearity: 0-3 absorbance units, with FR-DTGS detector Stray Light: less than 0.1% of maximum energy in background with detector; Detectors: fast response deutererated tryglycine sulfate detector (FR-DTGS); Image Control: B-Stop to control attenuation, keeping the detector image size constant. J-Stop controls beam divergence through the interferometer; Multilevel Data Validation: complete component and system diagnostics. The operating software which controls the spectrometer is to include the following: validated FTIR software package; providing logins/security; audit trails/history files within the spectra file; on line tutorials; customizable user interface; custom toolbars and toolboxes from login, includes local language menus; functions with Windows 95/NT; spectral calculator provides full system control, and a complete spectral data handling package which includes the following calculation capabilities: unit conversions, arithmetic commands, sine, natural log, natural exponent, square root, mean, percent, Kubelka-Muck, derivative, deconvolution, multiple internal reflectance, Kramers-Kronig, area, height, least squares fit, peak table, noise, layer thickness, Merge procedure and File Converter Procedure. The U.S. Secret Service has a requirement for the manufacture and delivery of one (1) microscope with FTIR microscopy system with the following specifications: Principle: FTIR microscopy system optimized for both IR and visual performance, with all components automated and controlled from interactive software. Includes motorized sample stage, integral CCD video camera and video capture card for the PC; Auto Aperture: motorized aperture blades automatically conform to the size and shape of a grow box defined directly on the visible image; Autofocus: one touch focusing, providing auto refocusing for stored sample points, and during mapping experiments; Auto Marker: interactive selection of sampling points on the visible image using the mouse; Auto Illumination; one touch software control of integral 35W-tungsten halogen illuminator; Auto View: automatic switching of configuration between IR and View modes of operation; Auto Correction: automatic adjustment of motorized lower cassegrain to optimize IR energy for transmission measurements. Auto Mode: point & click auto changeover between transmission & reflectance modes; Auto Status: graphical display of current status of components One Screen Visible Images: over 32,000 colors, continuously scaleable up to full screen; Simultaneous Variable Magnification: continuous ability to simultaneously view sample at different magnification levels. Motorized Sample Stage: 75x50 mm full travel stage, on all three axes, minimum step size one (1) micron; Joystick: addition stage control, including focus via proportional control; Instrument Control: software to provide control from spectrometer. Multimode Micro-ATR Objective: attachment with 100 micron germanium or silicon crystal to provide operation with no objective change or re-alignment required between transmission, reflection & ATR measurements. ATR Mapping: automated mapping & line-scanning using multimode ATR objective; Automated Data Collection: automated measurement of individual points, point groups, line scans and maps. All areas can be defined interactively on video image; IR Performance: better than 4000/1 p-p, 20,000/1 RMS signal to noise, measured using 100 micron aperture, 4cm-1 resolution, 2 minutes, 2200-2100 cm-1 narrow or medium band MCT detector, with a wide band detector allowing measurements to 400cm-1; Data Display Types: simultaneous disciple any combination live & stored video images, data markers & apertures; IR Spectra; total absorbance IR images, single wavenumber IR absorbance images, band ratio IR images, functional group absorbance IR images; IR Image Display: any image can be presented as false color, contour or surface projection; interactive control of surface projection elevation & rotationally angles. FTIR/Microscope Samples Covers Kit: includes extra sample compartment covers required to enclose the open space between optical unit and microscope when sample station present; and Miniature Diamond Anvil Cell The U.S. Secret Service has a requirement for the manufacture and delivery of one (1) computer operating system with 300 Mhz Pentium processor with MMX technology, 64 MB RAM, 2 MB Video DRAM, 512 KB cache, 3.2 GB IDE hard drive, CD-ROM 12-24xIDE, 10/100 M bit 3Com Ethernet onboard LAN card, Windows 95/NT software installed, multimedia kit, and 17 inch color monitor. The Contractor shall deliver the complete quantity; FOB Destination, U.S. Secret Service, Forensic Science Division, Room 929, 2701 S. Capital Street, SW, Building 410, Washington, DC 20373; Delivery within thirty (30) days of receipt of award. The Government intends to award a firm fixed price contract, to the offeror whose quotation conforming to the specification will be the most price advantageous to the Government.
